The UN climate conference in Bonn ( COP 6, Part 2 , COP 6.5 , COP 6-2 , -> The double COP-6 of The Hague and Bonn ) took place from July 16 to 27, 2001 in Bonn . The conference, with delegates from 178 nations, was opened and chaired by Jan Pronk , the Dutch environment minister and also president of the conference. Negotiations on the Kyoto Protocol continued at the conference . The venue was the Maritim Hotel Bonn .

Challenges

The main challenge of the conference was to get the United States to approve the Kyoto Protocol. With a share of 25%, they had the largest share of global greenhouse gas emissions. The protocol contained the commitment of the industrialized countries to reduce their greenhouse gas emissions by five percent below the 1990 level by 2010. To achieve this goal, the US would have had to cut its energy consumption by over a third. Three months earlier, in April 2001, the US government had therefore announced that it would withdraw from the Kyoto Protocol. US President George W. Bush justified the exit with the fact that further energy savings stifled the economy.

Results

Further concessions were made during the discussions. A new draft of the protocol was developed, which granted some industrialized countries, including Canada , even higher carbon dioxide emissions than originally agreed in the Kyoto Protocol. Therefore, no further reductions in greenhouse gases were agreed. Most of the 178 delegates agreed on this implementation decision for the Kyoto Protocol on the condition that no further concessions were made. The US did not agree. Japan , Canada and Australia were negative to the decision.

The ratification process for the Kyoto Protocol began with the implementation decision.
