The UN Climate Change Conference in Buenos Aires took place from November 2nd to 13th, 1998 in Buenos Aires , Argentina . It was the fourth world climate conference.

Results

Representatives from 163 nations were present and spent two weeks discussing ways of reducing greenhouse gas emissions as a measure against global warming in accordance with the requirements of the Kyoto Protocol . By the time the conference began, 60 countries had signed the Kyoto Protocol.

The aim of the conference was also concrete agreements to implement the commitments made in Kyoto. This also included the clean development mechanism and emissions trading . The planned agreements to expand financial support and the development and transfer of new technologies from industrialized countries to developing and emerging countries have recently not been achieved. The conference participants agreed on a work plan , the Buenos Aires Action Plan , for the follow-up conferences.

criticism

Environmental activists demonstrated in Buenos Aires against trading in emission certificates because this prevents a reduction in pollutant emissions. Ritt Bjerregaard , the Danish EU Environment Commissioner , expressed doubts about the system of uncontrolled trading in emission certificates and instead advocated emission ceilings and regulation of trade. Stuart E. Eizenstat, Undersecretary of State in the US State Department , spoke out at the conference for the continued free trade in emissions certificates.
