An environmental bonus is a financial bonus to improve the quality of the environment or to achieve environmental protection .

Purchase bonus for electric cars

A well-known example is the premium for the purchase of new electric vehicles , rechargeable hybrid electric vehicles and hydrogen / fuel cell vehicles to promote electric mobility , which can be requested from the Federal Office of Economics and Export Control since July 2, 2016 .

According to the funding guidelines published by the federal government on June 29, 2016, the aim of this purchase bonus is to support the rapid spread of electrically powered vehicles (market activation): "This makes a significant contribution to reducing air pollution while at the same time increasing the demand for environmentally friendly electric vehicles by at least 300,000 vehicles made. "

Private individuals, companies, foundations, corporations and associations can apply for the environmental bonus. Funding is only granted for the purchase or leasing of new vehicles that were acquired and (first) registered after May 18, 2016 and that remain registered for the applicant for at least six months. The model must be on a list of eligible vehicles published by the Office. Even commercial vehicles N1 and N2 are encouraged.

The federal government pays a share of the environmental bonus of 2000 euros for a battery electric vehicle or fuel cell vehicle and 1500 euros for an externally rechargeable hybrid electric vehicle. The manufacturer of the vehicle must grant the buyer at least the same amount as a discount in order for the subsidy to be approved.

Federal funds of 600 million euros have been earmarked for the environmental bonus. The funding ends after full disbursement or at the end of 2020. By January 2017, 10,835 applications had been submitted, over 5,000 applications were from private individuals and 74 from municipal companies or special-purpose associations.

In 2016, criticism was made that the more environmentally friendly because lighter light electric vehicles (e.g. vehicles of classes L6e and L7e ) as well as ( electrically assisted) bicycles and cargo bikes are not supported.

With the changeover to the WLTP test cycle, many plug-in hybrid vehicles were removed from the list of eligible vehicles on September 1, 2018 , until a new test confirmed eligibility. Vehicles of this type with a registration after August 31, 2018 are not eligible, they must be provided with an exemption from the KBA.

Since only 177.945 million euros had been called up by the end of January 2019 ( Merkel IV cabinet ), in May it was only 400 million euros out of 1.2 billion euros in the designated funding pool; The funding was extended from June 2019 to the end of December 2020. The installation of acoustic warning signals in e-cars ( Acoustic Vehicle Alerting System - AVAS) is now also being funded .

In November 2019, as part of the concerted mobility campaign , it was decided to extend the environmental bonus until 2025. The environmental bonus for purely electric vehicles rose from 4,000 to 6,000 euros and for plug-in hybrids from 3,000 to 4,500 euros with a maximum net list price of 40,000 euros. Above a net list price of 40,000 to a maximum of 65,000 euros, the environmental bonus for purely electric vehicles rose to 5,000 euros and for plug-in hybrids to 3,750 euros. The environmental bonus continued to be funded half by the federal government and half by industry . The Federal Government only submitted the state aid review by the EU Commission on January 20, 2020. This delays the increase in the environmental bonus. In the meantime, several manufacturers such as Renault , Hyundai or Kia are paying the environmental bonus in advance or offset this with an increased manufacturer share. The bonus was approved by the EU on February 11, 2020 and will be applied retrospectively for all purchases from November 2019.

Due to the COVID-19 pandemic , the parliamentary groups decided on June 3, 2020 to double the state's share of the environmental bonus for electric vehicles as an innovation bonus . The state subsidy for electric vehicles "in the existing system" up to a net purchase price of 40,000 euros will then no longer amount to 3,000 euros, but 6,000 euros limited to December 31, 2021. The manufacturer's premium will not change. If the vehicle is registered as a company car, the purchase price limit for battery-electric vehicles and fuel cell vehicles increases from 40,000 euros net to 60,000 euros net as the list price of the basic model for taxation of 0.25%. A possible application for plug-in hybrid vehicles is still being discussed.

In August 2020, the federal government decided that apart from the environmental bonus, no further funding from the federal, state or local authorities may take place. This is to prevent over-funding.

Actions in the area without direct reference to the purchase bonus

An example of an environmental bonus in transport is the staggering of taxes or fees depending on the pollutant emissions , discussed for example in connection with the car toll in Germany , or the payment of an eco bonus to truck hauliers for the use of motorways of the sea .

Since the beginning of August 2017, automobile manufacturers have been offering an environmental bonus for diesel vehicles with Euro 1–4 emissions standards. The old vehicles are scrapped or traded in, the costs for the new vehicle (purchase, financing, leasing) are financially supported by the automobile manufacturer depending on the model.
