Independent Commissioner for Child Sexual Abuse Issues

The independent commissioner for issues relating to child sexual abuse (UBSKM for short) is an office of the Federal Government of Germany for the concerns of those affected and their relatives, for experts from practice and science as well as for all people in politics and society who are committed to combating sexual violence or have questions about sexual abuse. The office is in Berlin .

The office of the Independent Commissioner for Issues of Child Sexual Abuse (UBSKM) was created by the German government after the so-called "abuse scandal" in 2010. It was exercised from March 2010 by Christine Bergmann , who, as the "independent commissioner to deal with child sexual abuse", made recommendations for the work of the Federal Government's Round Table "Child Sexual Abuse" and its final report on improving assistance, processing, prevention, intervention and research should. The essential basis for this was personal conversations with those affected and at the telephone contact point set up at the time, but also numerous letters. Those affected turned to Dr. Christine Bergmann.

In December 2011, the office was transferred to Johannes-Wilhelm Rörig by a cabinet decision .

Since 2015 acts Betroffenenrat  with the Office to work. Johannes-Wilhelm Rörig also appointed the Independent Commission for the Processing of Child Sexual Abuse , which started its work in January 2016. In December 2019, the Commissioner and the Federal Minister for Family Affairs, Dr. Giffey constituted the “National Council against Sexual Violence against Children and Young People”.

The Independent Commissioner is not bound by instructions, is not subject to any technical supervision and is only organizationally located at the Federal Ministry for Family, Seniors, Women and Youth .

The Independent Commissioner for Issues of Child Sexual Abuse (UBSKM) is the point of contact for those affected, their relatives, as well as for experts from science and practice and for all people who are committed to combating sexual violence against children or who have questions about protection, help, research and reappraisal.

One of the main tasks is to provide information, raise awareness and educate people on issues relating to sexual violence against children and young people. In addition, the office supports the sustainable improvement of protection against sexualised violence against children and adolescents and assistance for affected minors. The same applies to the perception of the concerns of today's adult people who suffered sexual violence in their childhood or youth.

The contact points for help and support include the "Sexual Abuse Help Line" and the "Sexual Abuse Help Portal", which Rörig launched and the "Calling Help!" and "Don't leave a child alone". In addition, the Independent Commissioner supports protection concepts against sexual violence in facilities and institutions with the nationwide initiatives “No room for abuse” and “School against sexual violence”.

Christine Bergmann (2010-2011)

On March 24, 2010, the Federal Government set up the round table on “Sexual Child Abuse” and appointed the first independent commissioner to deal with child sexual abuse: the Federal Minister for Family Affairs a. D. Dr. Christine Bergmann .

On May 24, 2011, Bergmann published its balance sheet report for the "Child Sexual Abuse" round table .

Johannes-Wilhelm Rörig (since 2011)

Johannes-Wilhelm Rörig succeeded Christine Bergmann by a cabinet decision in December 2011 as Independent Commissioner for Child Sexual Abuse (UBSKM).

By resolution of the Federal Cabinet of March 26, 2014, Rörig was appointed Independent Commissioner for Issues of Child Sexual Abuse (UBSKM) on April 1, 2014 for a period of five years. With a cabinet decision of March 27, 2019, a new appointment was made for another five years.
