The constituency of Silesia 4 was a constituency for the elections to the House of Representatives in the Austrian Crown Land of Silesia . The electoral district was created in 1907 with the introduction of the Reichsrat election regulations and existed until the collapse of the Habsburg monarchy .

history

After the Reichsrat had decided on the general, equal, secret and direct male suffrage in autumn 1906, the major reform of the electoral law through the sanctioning of Emperor Franz Joseph I came into effect on January 26, 1907 . The new Reichsrat election regulations created a total of 416 electoral districts, with the exception of Galicia in each constituency one member was elected in the course of the Reichsrat election. The MP had to prevail with an absolute majority in the first ballot or in a runoff election. The constituency of Silesia 4 included the cities of Teschen , Oderberg , Freistadt and Schwarzwasser .

The mayor of Teschen, Leonhard Demel von Elswehr (1856–1915), a son of Johann Demels and a candidate of the German Liberals , emerged victorious from the 1907 Reichsrat election . His opponents were Eduard Engelmann, a legal advisor from Vienna ( Christian Social Party ), socialist Maurice Arbeitel from Teschen and Hilary Filasiewicz, a national candidate from Poland.

In the 1911 Reichsrat election Leonhard Demel won again. His opponents at that time were Leopold Doppler (Christian Social Party), socialist Maurice Arbeitel and Franciszek Tomiczek, Polish master mason from Bobrek .
