The constituency of Silesia 15 was a constituency for the elections to the House of Representatives in the Austrian Crown Land of Silesia . The electoral district was created in 1907 with the introduction of the Reichsrat election regulations and existed until the collapse of the Habsburg monarchy .
history
After the Reichsrat had decided on the general, equal, secret and direct male suffrage in autumn 1906, the major reform of the electoral law through the sanctioning of Emperor Franz Joseph I came into effect on January 26, 1907 . The new Reichsrat election regulations created a total of 416 electoral districts, with the exception of Galicia in each constituency one member was elected in the course of the Reichsrat election. The MP had to prevail with an absolute majority in the first ballot or in a runoff election. The constituency of Silesia 15 comprised the highly industrialized judicial districts of Freistadt and Oderberg , without five municipalities in the electoral district of Silesia 6 ( Schönichl , Dombrau , Karwin , Lazy , Orlau ) and two municipalities in the electoral district of Silesia 4 ( Oderberg and Freistadt).
The Polish Social Democrat Tadeusz Reger emerged victorious from the 1907 Reichsrat election . However, he resigned that same year and was replaced by his party colleague Ignacy Daszyński . In the 1911 Reichsrat election , Tadeusz Reger prevailed again. His opponents were u. a. Franciszek Halfar, coined as a harmonious candidate of the Polish Union of Silesian Catholics and more Protestant PSN (Polskie Stronnictwo Narodowe), but also with a curious support of the German Liberals (locally until 1909 under the direction of Pastor Theodor Haase ). Franciszek Friedel was the candidate and the main ideologist of the so-called free-town radicals. In 1911 the third opponent was Gardawski ( Czech Autonomous Social Democrats ), who won in no municipality (but got about 30% in Petřvald , Rychvald , Vrbice and Záblatí ).

The 1907 Reichsrat election was held on May 14, 1907 (first ballot). The runoff election was dropped because of the absolute majority for Tadeusz Reger in the first ballot.

Supplementary election to the Reichsrat in 1907
After Tadeusz Reger resigned in favor of Ignacy Daszyński, the Social Democrat who had failed in the Krakow constituency, the Reichsrat supplementary election was held on December 16, 1911. Daszyński achieved an absolute majority in the first ballot.

The 1911 Reichsrat election was held on June 13, 1911 (first ballot). The runoff election was dropped because of the absolute majority for Tadeusz Reger in the first ballot.
