Walter Bielenberg

Walter Bielenberg (born August 31, 1928 in Kellinghusen ; † November 26, 2014 at Kellinghusen) was a German administrative lawyer and civil servant. He was also known for his legal comments on building law .

biography

Bielenberg was the son of a master carpenter. In 1944/45 he still had to serve as a naval helper in World War II . After graduating from high school in 1949, he was initially a candidate for inspector at the Hamburg Regional Finance Office. From 1951 he studied law at the University of Hamburg and received his doctorate there in 1960. jur. with a thesis on the subject of legal and administrative issues with special consideration of regional planning in the Lower Elbe region . In 1954 and 1958 he passed his 1st and 2nd state law exams.

In 1960 he became an assessor at the Wandsbek district office of the Free and Hanseatic City of Hamburg. From 1961 to 1963 he was assessor and Councilor with the Hamburg building authorities with the focus in urban planning and expropriation law.

From 1963 Bielenberg worked for the Federal Ministry for Housing, Urban Development and Regional Planning (BMBau; later BM for Urban Planning and Housing or Regional Planning, Building and Urban Development) in Bonn; from 1964 as a consultant for the regional planning law . In 1965 he was promoted to the Upper Government Council and then transferred to the Federal Ministry of the Interior , which was temporarily responsible for spatial planning . Here he became a consultant for fundamental and legal questions of spatial planning. In 1966 he moved into his house in Meckenheim . In 1967 he was appointed government director .

In 1968 Bielenberg went back to the Ministry of Construction and he was a consultant for fundamental questions of urban planning and at the same time for spatial planning. He was appointed Ministerial Councilor in 1969 . From 1971 he worked in the urban law group. Under Building Minister Lauritz Lauritzen (SPD), he was significantly involved in the amendment of the urban planning law and the development of the special urban planning law (urban development law of 1971) combined with urban development subsidies . In 1974 he became head of the Urban Development Law group. He was promoted to ministerial director and was then head of the legal department of regional planning and urban development under Minister Hans-Jochen Vogel (SPD). In 1987 he was involved in the summary and revision of the building laws for the building code .

From 1977 he also worked as a lecturer at the University of Bonn . In 1982 he was appointed honorary professor.

In 1990 Bielenberg was seconded as an advisor to the East German Ministry of Construction in Berlin. He was instrumental in the introduction of urban planning law in the new federal states and in this area in the creation of the Unification Treaty . At the end of 1990 he retired from active service.

In addition to many individual publications, he wrote a number of commentaries on the building laws of the federal government and various countries. He carried out training courses in the new federal states and headed a commission of experts in preparation for the 1998 amendment to the urban planning law.

In 1999 Bielenberg had to give up his professional activity due to illness. He was married to Elke Bielenberg; both have a daughter.

In 1991, Federal Minister Irmgard Adam-Schwaetzer (FDP) handed him the Federal Cross of Merit, 1st class .
