Walter Reinarz

Walter Reinarz (born February 27, 1957 in Leudersdorf ) is a Cologne local politician and manager .

Life

Reinarz began training as a federal railway assistant in 1972 . In 1986 he graduated from the Federal University of Applied Sciences with a degree in administrative management (department: railway engineering). He then worked for the Federal Ministry of Transport from 1987 to 2000 as deputy head of the ministerial office and as a consultant for investment controlling and controlling in the railway and waterways department.

Reinarz became managing director of the Verkehrsverbund Rhein-Sieg GmbH in November 2000 .

On November 1, 2003, Reinarz moved to the Cologne Transport Company (KVB) and took over the technical department from Wolfgang Meyer , whose term of office ended on October 31, 2003 when he retired. The KVB informed that “the function of a technical director, often described in the media - with the departure of the predecessor of board member Walter Reinarz - was terminated as part of a reallocation of responsibilities”.

His responsibilities included: sales / marketing, passenger service, local traffic management and route, as well as the environmental protection department and the Cologne north-south tram project. In addition, he held the following positions as part of his board activities: Managing Director of Stadtbahngesellschaft Rhein-Sieg mbH (SRS); Managing Director of RC Data; Managing Director of Westigo GmbH; Member of the supervisory board of Regionalverkehr Köln GmbH (RVK); Chairman of the NRW regional group of the Association of German Transport Companies and member of the executive committee of the Association of German Transport Companies (VDV); Assessor of the Study Society for Underground Transport Systems (STUVA).

During his work on the board, customer satisfaction in the areas of cleanliness in the vehicle, information brochures, internet presence and student tickets was increased.

As a board member responsible for the construction of the north-south light rail, Reinarz was criticized when on March 3, 2009 the historical archive of the city of Cologne collapsed next to a construction site for a subway station for the north-south railway . In the course of the investigation into the reason for the collapse, Reinarz was also to be replaced because the KVB supervisory board accused Reinarz of not having passed on findings about groundwater problems in the subway construction site. Jürgen Roters criticized Reinarz on March 3, 2010 at a memorial service in the historic town hall and withdrew his trust because he had failed to act after a groundwater ingress in a subway excavation. Roters apologized to Reinarz in December 2015.

On March 8, 2010, the construction law specialist Gero Walter, commissioned by the KVB, confessed to errors in the building supervision at the Waidmarkt, directly at the collapse site of the historical archive of the city of Cologne, for the first time after revelations about fraud (including possible theft of iron bars and forged building logs). The installation of iron stirrups and numerous concreting protocols were not adequately checked. As a consequence, the KVB supervisory board separated from Reinarz, who was responsible for the underground construction. Negotiations were unsuccessful for around two weeks about an amicable termination agreement. On March 22, 2010, Reinarz was dismissed from the board of directors of the Kölner Verkehrsbetriebe (with 18 votes against two votes from the CDU supervisory board members). His contract ran until autumn 2013. Reinarz stayed with the company with unchanged remuneration. His annual salary as a former technical director was € 220,000. After the contract expires, he will receive an annual pension of € 130,000.

Reinarz was not investigated in connection with the collapse of the city archive. The public prosecutor saw no evidence that would have justified the initiation of investigations.

Reinarz was chairman of the CDU Cologne from 2003 until his resignation in March 2008 . The reason for his resignation was the pension regulations that were viewed as inadequate in the event of an early termination of his work on the board of the Kölner Verkehrs-Betriebe. On the other hand, his dual function as a board member and as a local politician was criticized. Part of his balance sheet as district chairman of the Cologne CDU was the replacement of the delegate principle by the member principle, so that, as he explained, no room was given to the "old pullers".

Reinarz advises the company trans regio Deutsche Regionalbahn GmbH . The KVB supervisory board approved his sideline activity. Since 2010 Reinarz has been the owner of Walter Reinarz Unternehmensberatung , which advises local public transport and local rail transport companies on questions of strategic orientation, in particular in marketing , sales , income distribution and restructuring . In addition, he founded Reinarz & Schünemann Consulting GbR with the personnel consultant Thomas Schünemann , which supports companies in the municipal environment in recruiting qualified management staff. Since November 2013, Reinarz has been a partner and managing director of DVW Deutsche Verkehrswerbung GmbH for marketing and sales on and in public transport and local rail transport.

In November 2017 Reinarz was elected full-time managing director of Rhein-Erft-Verkehrsgesellschaft .
