District champions were initially determined in the districts of Cologne, Lower Rhine and Rhine / Ruhr. The three district champions determined the West German champions in the league system.
Before the last match day, the round was canceled because the defending champion Bonner FV was disqualified. Thereupon a play-off between the leaders Cölner FC 1899 and the third Cölner BC 01 was scheduled, which the FC won with 5: 1.
