Wilhelm Julius Reinhold Winzer (born December 30, 1834 in Minden ; † March 12, 1919 ibid) was a Prussian civil servant, most recently the district president in Arnsberg .

Wilhelm Winzer's father was Reinhold Ferdinand Winzer (1797–1865), consistorial and school councilor in the government in Minden , and the mother was Julia, née Schotte (1799–1869).

During his studies Wilhelm Winzer became a member of the Alemannia Bonn fraternity in 1854 . Winzer passed the auscultator exam in 1857 and a trainee lawyer in 1859. In 1859 he became a government trainee with the government in Minden. Winzer became a government assessor in 1863 . In 1875 he became a member of the government in Arnsberg. In 1878 he moved to the senior presidium in Münster and in 1883 was appointed senior councilor to the government in Köslin . Winzer came to the government in Minden in 1887 as deputy district president . In 1889 he finally became the district president in Arnsberg. At his own request, Winzer resigned from civil service in 1901. Winzer was made an honorary citizen of Arnsberg.
