Winfried Uwe Detlef Wiencek (born January 2, 1949 in Sengwarden ) is a deaf sports functionary and former German deaf table tennis player . Since 2014 he has been president of the German Deaf Sports Association . He is also President of the Deaf Sports Association of North Rhine-Westphalia and holder of the Federal Cross of Merit, 1st class .

Wiencek is one of the most successful deaf table tennis athletes, he won 19 German championship titles and 36 NRW championship titles . He was also a national player, coach at four European championships and four world games for the deaf . He was also involved in his club, GTSV Dortmund, as a sports and youth warden, managing director up to the first chairman. Since 2006 he has been President of the Deaf Sports Association of North Rhine-Westphalia, before that he was youth warden, chief cashier, assessor and 2nd chairman of this association.

In the German Deaf Sports Association he was youth secretary, association specialist for table tennis, assessor and general secretary. And he was technical director for table tennis at the European Deaf Sports Association (EDSO) and the World Association for Deaf Sports (ICSD).
