The XXI. Summer Deaflympics from September 5 to 15, 2009 was the 21st edition of the Deaflympics . It was carried out in the Taiwanese capital Taipei .
Application process
Taipei and Athens applied to host the 21st Summer Deaflympics . The Deaf Sports Association of Taiwan, the Chinese Taipei Sport Association for the Deaf , ran for the 2001 Summer Deaflympics in Rome . The host of the 2004 Olympic Games and the 2004 Summer Paralympics , Athens , was also a candidate.
On November 24, 2002, the President of the International Committee of Sports for the Deaf (ICSD), John Lovett, visited Taipei and toured the sites in question. The Deaf Sports Association of Taiwan arranged a meeting with the President of the Republic of China , Chen Shui-bian, and the Chairman of the National Olympic Committee , Huang Ta-chou .
The decision on the venue was made on the occasion of the 38th ICSD Congress, which took place on February 28, 2003 in Sundsvall , Sweden . Taipei won through with 52 votes against 32 for Athens.

preparation
Preparations for the Games began in 2005. For the preparation and implementation, 4.6 billion Taiwan dollars (approx. 125 million euros) were budgeted. The largest item on the expenditure side was the demolition and rebuilding of the Taipei Stadium . The Deaflympics were financed by the city of Taipei and the Taiwanese Ministry of Sports (體育 委員會). The Taipei Stadium was completed on 15 June 2009 and received the certificate class 1 of the IAAF . In addition to the opening and closing ceremonies, athletics and football competitions were held in the stadium.
Jackie Chan was chosen as ambassador, who promoted the Deaflympics in sign language. But the latter had to end his engagement after allegedly criticizing Taiwanese politics.
Volunteers
3,000 volunteers were selected for the games from 8,000 candidates. In addition to those who took on general tasks, volunteers were selected who either spoke foreign languages or had a knowledge of sign language . The volunteers completed a 120-hour training course. In this training not only general or knowledge relating to their work area were taught, there were also sign language lessons.
Deaflympics Arts Month
In the month before the event, in August 2009, the Taipei Deaflympics Arts Month was launched. During this month, artists or teams from such performed in the Taipei Stadium, so among others A-mei , Blue Man Group , Dynamic Yunnan and Minghuayuan . In addition, exhibitions were held to give the population an insight into the deaf culture .
symbolism
The logo is based on the Chinese character for Northern ( Chinese 北 , Pinyin at , W.-G. pei 3 ) and has the venue Taipei ( Chinese 台北 , Pinyin Taibei , W.-G. t'ai 2 PEI 3 ). In addition, an ear is represented as a symbol for the Deaflympics. The figure is supposed to represent the athletes. The colors used are those of the national flag of the Republic of China. The representation is calligraphic and is intended to illustrate dynamics. The symbol of a running person is also used for this. The logo as a whole should represent the courage and commitment of the participants as well as the vitality of Taiwan.
The motto of the Deaflympics was “Power in me!”, In Chinese “無聲 的 力量”, which literally means “the power of silence”.
A male and a female Rhacophorus taipeianus , a species of frog found in Taiwan, were chosen as mascots . They have spread their arms in a welcoming pose. Like the logo, the pose is intended to illustrate the Chinese character 北 for north. The mascots have attached a banyan leaf and an azalea flower to their head , which are typical of the Taiwanese flora . A competition was held to name the mascot, with “Peace” for the male and “Love” for the female mascot.
The official song of the Deaflympics was "Dreams You Can Hear" ( Chinese 聽得 見 的 夢想 ) by A-mei .
Disciplines
Judo , karate and taekwondo were included as new disciplines in the official program for the first time. The Deaflympics were held in 20 disciplines.

The games were played in 22 locations, most of which are within Taipei and New Taipei .
Some disciplines were held outside the city in Taoyuan and Hsinchu Counties . Swimming and water polo were held at the Hsinchu County Swimming Area , and shooting was held at the Gongxi Firing Range in Taoyuan County. When it rained, tennis was switched to the National Taiwan University of Sports , also in Taoyuan.

Opening ceremony
The Taiwanese playwright and theater director Stan Lai was entrusted with the artistic implementation of the celebration .
The People's Republic of China team stayed away from the opening ceremony without providing an official explanation. The media prematurely suspected a connection with a recent visit by the Dalai Lama to Taiwan or because of the presence of the President of the Republic of China, Ma Ying-jeou at the opening ceremony. The deputy team leader of the Chinese team subsequently justified it with problems with flight tickets, which is why they could not make it to the celebration in time. There was a similar case in the same year on the occasion of the World Games 2009 in Kaohsiung . Nevertheless, 63 hearing impaired dancers took part in a performance during the celebration.
Closing ceremony
The dominant element of the closing ceremony was a large banquet. The parades, fireworks or the artistic performances should play a minor role. After playing the final song, Aaron Kwok said, "The Deaflympics touched our hearts, Taipei touched the world."
The mainland players announced they would attend the closing ceremony, with over ten attending.
In the end, the flag was handed over to Athens. Athens was chosen as the venue for the Deaflympics 2013, but had to withdraw in the meantime for financial reasons: the public purse was no longer willing to co-finance the implementation. The President of the ICSD, Donalda Ammons, concluded with the signs "It was the best games of all time".
