Wladimir Wladimirowitsch Jakuschew ( Russian Владимир Владимирович Якушев ; born June 14, 1968 in Neftekamsk , Bashkir ASSR , Soviet Union ) is a Russian politician and lawyer . He was governor of Tyumen Oblast from 2005 to 2018 . Since 2018 he has been Minister of Construction of the Russian Federation .

Life

Jakuschew comes from the family of a professional driver. At the age of seven he and his family moved to Nadym , where he finished school. In 1985 he began a one-year training course at the Pskov branch of the Leningrad Polytechnic Institute. From 1986 to 1988 he served in the Soviet Army and graduated from Tyumen State University in 1993 as a legal scholar. 1997 completed a second higher education as an economist in the field of finance and credit. He received his PhD in Economics from Tyumen University in 2005.

From 1993 he worked as a lawyer in the Yamal-Nenzen branch of the West Siberian Commercial Bank in Nadym. From 1995 to 1997 he was branch manager there and from May 1997 to April 1998 Vice President of the Bank and director of the branch Salekhard . On April 29, 1998 he was promoted to President of the West Siberian Commercial Bank. In 2001, Yakushev took up an administrative position in Tyumen Oblast. On June 13, 2001, he was appointed deputy governor. In March 2005 he became 1st Deputy Head of Administration of Tyumen , took office on April 14, 2005, and became a member of the Tyumen City Duma. He was governor of Tyumen Oblast from November 28, 2005 to May 18, 2018.

On December 2, 2007, he joined the United Russia party for the election of the State Duma of the Russian Federation. After the election, he rejected the mandate. On October 12, 2010, he began his second five-year term as governor of Tyumen Oblast at the suggestion of President Medvedev . On December 4, 2011, he ran again as a member of the State Duma and rejected the mandate again after the election. On May 17, 2014, he asked the incumbent President Putin to resign and stood for re-election on September 14, 2014. With his victory with 85.5% of the votes cast, he was again governor of Tyumen Oblast. On May 18, 2018, he was appointed Minister of Construction, Housing and Communal Services to the new Russian government .

Jakuschew has been a board member of the Russian Biathlon Association since 2009. He is married and has two children.
