Wolfgang Rüfner

Wolfgang Rüfner (born September 8, 1933 in Hanau ) is a German legal scholar . He is the son of the professor of philosophy Vinzenz Rüfner and father of the Trier civil law professor Thomas Rüfner .

Life

Rüfner spent his school days in Bamberg , where he passed the final examination at the New Gymnasium in July 1952 . In the winter semester of 1952/53 he began studying philosophy at the University of Würzburg . After moving to Bonn in the summer semester of 1953, he began studying law there in the winter semester of 1953/54 . In 1957 he passed his first state examination in law and entered the legal clerkship of North Rhine-Westphalia . In May 1961 he received his doctorate in law with a thesis on "Administrative Legal Protection in Prussia from 1749 to 1842". After the second state examination in law in 1961, in November of the same year Rüfner took on the position of academic assistant at the Institute for International Law at the Rheinische Friedrich-Wilhelms- Universität Bonn . On May 15, 1966, he received his habilitation at the Law and Political Science Faculty of the University of Bonn on the basis of Ulrich Scheuner 's thesis "Forms of Public Administration in the Field of Business" and received the venia legendi for constitutional and administrative law .

In the 1967 summer semester, he lectured in German public law at the University of Lausanne. This was followed by a substitute professorship at Saarland University in Saarbrücken in the winter semester of 1967/68. He received offers to Innsbruck, Graz and Kiel and accepted the latter offer. On October 30, 1969, Rüfner was appointed full professor at the Faculty of Law at the Christian Albrechts University in Kiel . From 1975 to 1977 he was dean of his faculty. In 1979 he accepted an appointment at Saarland University . In 1984 in Saarbrücken , he received a call to the University of Cologne for the chair for public law and canon law . On April 1, 1985, Rüfner was appointed director of the Institute for Canon Law and Rhenish Canon Law History at the University of Cologne. Shortly after his appointment, the law faculty elected him dean . He held this office from 1986 to 1988.

After his retirement in autumn 1998, Rüfner was appointed Managing Director of the Institute for State Church Law of the Dioceses of Germany to succeed Joseph Listl . In 2011 he was followed by Ansgar Hense .

Rüfner has published widely on questions of state church law , general administrative law, in particular state liability law , special administrative law and social law . He is the holder of the Papal Order of Gregory .
