The zoning system for flooding, backwater and heavy rain ( ZÜRS ) is a geographic information system for assessing natural hazards . It was developed in 2001 by the German Insurance Association (GDV). It identifies four zones or hazard classes for which the respective flood risk is shown in terms of statistical frequency in relation to years. The flood data from the water management authorities and flood hazard maps play an important role .

Afterwards, each building can be assigned to one of the four hazard classes:

  1. According to the current data, not affected by floods in larger bodies of water
  2. statistically less than once in 100 years a flood ("HQ 100 "),
  3. statistically once every 10 to 100 years a flood as well
  4. statistically once every 10 years a flood ("HQ 10 ").

Hazard class 2 also includes those areas that can also be flooded during an “extreme flood” ( HQextrem ).

The data from ZÜRS serve as the basis for the information portal Kompass Naturgefahren . This enables tenants, homeowners and traders to find out about local flood hazards as well as heavy rain , lightning , storm and earthquake risks online . The portal was activated for the federal states of Saxony , Lower Saxony , Saxony-Anhalt , Thuringia and Berlin at the beginning of May 2019 . Kompass Naturgefahren serves as a "proof-of-concept" system for a nationwide natural hazards portal based on the example of Austria, which has not yet been implemented in Germany by the federal government and the federal states. For Baden-Württemberg, the State Institute for the Environment provides interactive flood hazard and risk maps in the so-called "UDO" system.
