The COVID-19 pandemic occurs in Liechtenstein since March 2020 as part of the global COVID-19 pandemic , which in December 2019 Wuhan , province Hubei , People's Republic of China has started. The disease is caused by the SARS-CoV-2 virus from the Coronaviridae group . The disease belongs to the group of respiratory diseases .

The Liechtenstein State Hospital has set up an advice hotline on +423 235 45 32 for suspected cases. The hotline can be reached Monday through Friday from 8:00 a.m. to 6:00 p.m. The previous hotlines of the State Hospital and the Liechtenstein Education Office in the Ministry of the Interior, Education and the Environment and the Office for Economics in the Ministry of Infrastructure, Economy and Sport remained in place.

From March 11, 2020, the World Health Organization (WHO) classified the outbreak of the novel coronavirus as a global pandemic . As early as March 16, 2020, the government of the Principality of Liechtenstein imposed or announced considerable restrictions on social life in Liechtenstein, for example restrictive event rules and bans on entertainment and leisure activities in order to slow down the spread of the corona virus in the country. On March 17th (general ban on events and further closings) and on March 20th (further reduction in social contacts), the government tightened the measures again.

The FMA Financial Market Authority Liechtenstein already expected a recession in Liechtenstein and the global economy at the end of March 2020, regardless of the measures taken by the government . It is difficult to predict how bad this recession will be. According to the FMA, however, a major recession cannot be prevented in Liechtenstein either. The Corona crisis is also endangering jobs and companies in Liechtenstein ( see also: Economic Crisis 2020 ).

In addition, the World Health Organization (WHO) reports on the number of cases in Liechtenstein in daily situation reports or the Johns Hopkins University via the Center for Systems Science and Engineering (CSSE).

Mauro Pedrazzini , government councilor responsible for the Liechtenstein Office for Health in the Ministry of Society , has been head of the "new Coronavirus 2019-nCoV" team in Liechtenstein since February 11, 2020

February 2020

In February 2020, the country prepared intensively for possible corona cases after the virus had already started to spread worldwide. In this regard, the Liechtenstein government set up a "new coronavirus 2019-nCoV" team on February 11, 2020, which, chaired by Government Councilor Mauro Pedrazzini, monitors developments relating to the new coronavirus and coordinates the necessary measures for Liechtenstein. On February 26, 2020, the government in Liechtenstein announced that the country was already preparing extensively for possible coronavirus cases, although there had not yet been any confirmed suspicious activity reports from Liechtenstein. On February 27, the government announced that the first two suspected cases in Liechtenstein tested negative. In addition, the population was made aware of various information pages about the novel coronavirus.

March 2020

The first corona cases occurred in Liechtenstein in March 2020. On March 3, 2020, there was the first case tested positive in Liechtenstein. The sick man had contact with an infected person abroad, so he came to the state hospital as a suspected case and tested positive for the corona virus. He is currently being isolated in the state hospital. On March 4, 2020, there have been 16 suspected cases and 15 negative findings in Liechtenstein so far. On March 10, 2020, 37 suspected cases have been investigated in Liechtenstein so far. A negative laboratory medical finding was available for 32 people. These people could be released home. The laboratory results for four other suspected cases were still pending. These people remained isolated in the Liechtenstein State Hospital. There were three infections in Liechtenstein on March 11, 2020. So far 50 suspected cases have been investigated. On March 12, 2020, another case that tested positive in Liechtenstein became known. On March 13, 2020, another person tested positive. The number of proven cases rose to five infected people. On March 14, 2020, a total of seven infections were confirmed in Liechtenstein. On March 15, the government confirmed seven infections in Liechtenstein and announced tightening of the measures for the next day. On March 16, the WHO confirmed seven infected people in Liechtenstein. Up to March 17, a total of 19 people in Liechtenstein had tested positive for the corona virus.

On March 20, 2020, the state parliament of the Principality of Liechtenstein unanimously approved the aid measures decided by the government the day before in a special state parliament

According to the government, the number of people infected in Liechtenstein rose to 28 on March 18. In addition, the government announced that it had set up several hotlines in connection with the corona virus. On March 19, the government decided on a comprehensive package of measures with numerous offers of help for the citizens and entrepreneurs of the country affected by the Corona crisis. On March 20, the number of infected people rose to 37 people living in Liechtenstein. On the same day, the Liechtenstein government limited social contacts to meetings of a maximum of five people. A special state parliament unanimously approved the package of measures adopted by the government the day before. On March 21, 2020, the Liechtenstein National Police announced at the request of the Liechtenstein Fatherland that three police officers had currently tested positive for the corona virus. All are in quarantine. Up to March 21, a total of 44 people living in Liechtenstein had tested positive for the coronavirus. On March 22, 2020, 46 corona cases from Liechtenstein that have tested positive have been reported so far. Compared to the previous day, two new infected people were added. On March 23, 2020, 51 corona cases tested positive were reported from Liechtenstein to date. Compared to the previous day, there were five newly infected. The government also announced that it wanted to increase the number of hospital beds in Liechtenstein and set up a new test facility. Up to March 23, 750 people in Liechtenstein had been tested for SARS-CoV-2. No new cases were added on March 24, 2020 and the number of cases remained at 51 people who tested positive. So far, on March 25, 2020, a total of 53 people living in Liechtenstein have tested positive for the coronavirus. On March 26, 2020, so far 56 corona cases tested positive were reported from Liechtenstein. Compared to the previous day, three new infected people were added. Development of the epidemic in Liechtenstein

The epidemic developed in Liechtenstein in the early months (March and April 2020) as follows:

Liechtenstein in an international comparison

On March 23, 2020, Liechtenstein was one of the countries with the most infected people per capita in the world (0.13%) with 51 confirmed cases per 38,650 inhabitants. The 63,927 people infected by this day in Italy , which is considered a country particularly affected by the COVID-19 pandemic, corresponded, for example, to 0.11% of the Italian population, making Liechtenstein 24.39% higher than Italy on March 23 Infection numbers per capita.

Up to March 23, 2020, 750 suspected cases were tested for the novel coronavirus in Liechtenstein. That corresponded to 1.94% of the population of Liechtenstein. By the same day, 275,468 people had been tested for the coronavirus in Italy, which is 0.46% of the Italian population. This means that up to March 23, 324.51% more tests per capita were carried out in Liechtenstein than in Italy.

In South Korea (which was considered the country with the most total number of corona tests carried out in March 2020; with an average of 12,000 tests per day), a total of 348,582 tests had been carried out by March 23, 2020. That was 0.68% of the population of South Korea at the time. This means that by March 23, 187.41% more tests per capita were carried out in Liechtenstein than in South Korea.

Reactions and measures

Reactions and measures in the health system

The Swiss Epidemics Act applies in Liechtenstein and the list of notifiable diseases is also adopted by Switzerland.

On February 28, 2020, the Swiss Federal Council classified the situation in Switzerland as a “special situation” according to the Epidemics Act and passed the Ordinance on Measures to Combat the Coronavirus (COVID-19) , which, among other things, prohibits major events with more than 1000 people.

The Liechtenstein government also announced the special situation and followed suit with the ordinance of February 28, 2020 on measures to combat the coronavirus (COVID-19) (LGBl. 2020 No. 72) with regard to restrictions on events. The measures taken by Switzerland on March 13th were also implemented (LGBl. 2020 No. 94).

On March 23, 2020, the Liechtenstein government announced several measures in the health system. Since the increasing number of cases in the country means that further serious illnesses must be expected, in addition to the previous beds in the Liechtenstein State Hospital, additional capacities are to be created in the St. Peter and Paul House in order to prepare for this situation. A “drive-through test facility” should also be set up, with which one can better test suspected cases in Liechtenstein. So far, samples for laboratory tests have been taken in the state hospital. After prior telephone registration, the suspected cases to be tested can in future appear in their own car for sampling and remain seated in the car during the test process. The hospital can thus concentrate better on regular operations. In addition to the existing ventilators in the State Hospital, five more ventilators were purchased in the course of the Corona crisis in March 2020. If the situation requires it, they want to set up additional ventilation places in the hospital.

In order to relieve the hospital operations, the government announced that the sampling for laboratory tests will only take place in the state hospital until Sunday, March 29, 2020. From Monday, March 30, 2020, the withdrawals will take place in a new drive-through system in the Marktplatz garage in Vaduz. With the drive-through system, the hospital can concentrate better on the core task of inpatient hospital operations, according to the government.

Border closings in Liechtenstein

On March 17, 2020, as part of the declaration by the Swiss Federal Council of an “extraordinary situation” in accordance with the Epidemics Act and independently of this, the Austrian government closed the border between Liechtenstein and Austria .

Quarantine and bans in Liechtenstein

Adrian Hasler , head of government of the Principality, repeatedly called on the population to urgently comply with the measures against the corona virus decided in March 2020

On March 11, 2020, the government in Liechtenstein issued a ban on visits to nursing homes . This came into force immediately and should apply until March 25, 2020 at least.

On March 13, 2020, the government in Liechtenstein banned events with more than 100 participants. These should be canceled or postponed. In restaurants, casinos, bars and discos, the number of guests was limited to 50 people. The regulation was originally supposed to apply until April 30th.

From March 13, 2019, all public and private educational institutions as well as out-of-home childcare facilities and playgroups were also closed. Until Friday, March 20, 2020, temporary solutions for special care cases were decided. According to the government of Liechtenstein, the educational institutions should remain closed at least until April 9th.

As early as March 16, Liechtenstein announced that it would ban gatherings of more than five people. A previous ban from 100 participants was tightened. In addition, all entertainment and leisure facilities should be closed. In addition to all public and private museums, courses and training courses, casinos and gaming rooms, this also includes youth centers, sports facilities and sports, fitness and wellness centers, indoor swimming pools and the Malbun cable car. In addition, all childcare facilities and play groups were closed from March 16. The government refrained from declaring the “extraordinary situation” in accordance with the Epidemics Act.

As of Tuesday, March 17, 2020, following Switzerland's decision, the Liechtenstein government also completely prohibited the operation of restaurants, bars, discos and nightclubs. Public church services, all entertainment and leisure activities ( Liechtenstein museums , advanced training courses, casinos, youth centers, sports facilities, fitness centers, indoor swimming pools, etc.) were also discontinued .

As a further tightening of the measures, the government of Liechtenstein decided on March 20, 2020 to ban gatherings of more than five people. The exact start of the measure will be announced. As the government announced on March 21, this ban will apply in Liechtenstein from March 22, 2020: As a result, no more than 5 people may meet. According to the government, anyone who violates this must expect sensitive fines.

On March 21, 2020, the head of government of the Principality, Adrian Hasler , said that he wanted to prevent a curfew in Liechtenstein. To do this, however, it is necessary for the population to implement the measures against the corona virus decided by the government on their own initiative. A curfew could not be ruled out, said Hasler in an interview with Radio Liechtenstein .

Repeal of existing bans

On March 26, 2020, the government and the Road Traffic Office decided to provisionally adapt or repeal several road traffic regulations. Among other things, the Sunday and night driving ban in Liechtenstein has been partially lifted. According to the government, it specifically concerns the use of the original total weight for heavy vehicles, the Sunday and night driving ban for heavy vehicles and the driving and rest times of professional drivers. The measures decided served to guarantee the national economic supply.

Cancellation of events

The public events in Liechtenstein planned from March to May 2020 have been almost completely canceled or postponed.

On March 23, 2020 it was announced that a monthly session of the state parliament in April will be canceled. This measure is possible because only a few agenda items of minor importance were planned in the April meeting, according to the President of the State Parliament Albert Frick , who mentioned as a further reason:

"The break allows us to observe the further development of the crisis and, if necessary, to provide additional security measures and regulations for state parliament sessions."

- Albert Frick, President of the State Parliament, March 23, 2020

Reactions from businesses and companies

From March 19, 2020, most shops in Liechtenstein were closed. The day before, March 18, individual shops therefore opened until shortly before midnight.

From March 20, 2020, the Liechtenstein Post will no longer accept letters and parcels to China in post offices or with postal partners in Liechtenstein until further notice. On March 20, 2020 it was announced that Liechtenstein dentists only treat emergencies until April 30.

In the course of the Corona crisis, food retailers in Liechtenstein who did not have to close their shops increasingly introduced delivery services . The aim is to also support people from risk groups in order to save them a trip to the supermarket. There are currently delivery bottlenecks for only a few products . The supply chains were only a temporary problem, mainly due to hamster purchases , which, according to government councilor Dominique Hasler, are not necessary but rather counterproductive.

Public calls in Liechtenstein

On March 13, 2020, the government of Liechtenstein called for children to avoid unnecessary visits to their grandparents if possible in order to protect this group, which is particularly at risk from the virus, from possible infections. In addition, a call was made to avoid trips abroad as far as possible.

Mauro Pedrazzini , Minister for Society in Liechtenstein, called on March 18, 2020 for schnapps donations at the Landeswerkhof so that disinfectants can be made from it. His appeal was also discussed abroad and referred to in Liechtenstein media as a "Schnapskollekte". The idea was then actually implemented: By Friday, March 20, 2020, after two days, 1,200 liters of schnapps had already been donated for the production of disinfectants. A Liechtenstein distillery in Eschen began producing high-proof alcohol for the production of around 500 liters of disinfectant. A second distillery in Triesen , which also wanted to take part in the production of disinfectants by shuffling residual stocks, was prohibited from doing so by the Federal Customs Administration, as it no longer had any valid distilling concessions since last year.

The Liechtenstein National Police started the awareness campaign “Stay at home!” On March 21, 2020, addressing the young people in the country, to whose honor they appealed in youth language (including “Be a man of honor, stay at home! "). The reason given by the state police was that in the past few days they had seen increased violations of the ban on gatherings due to the gathering of young people. The young people affected are quite unconcerned about this matter and in some cases did not recognize or did not want to recognize the danger of the coronavirus pandemic.

The Corona help Liechtenstein taught in the eleven Liechtenstein municipalities help groups and hotlines each one

The idea for the neighborhood network Corona Hilfe Liechtenstein originally came from four private individuals from Liechtenstein who happened to become acquainted with an Internet group on the subject of Corona in Liechtenstein. They then founded the Corona Help Liechtenstein network on March 13, 2020 as a kind of neighborhood help . The network set the goal of ensuring basic care for people belonging to a risk group, sick or in quarantine in the coming weeks. It was important to the initiators that the urgently needed help could also be provided outside of the Internet. Their concern was that the offers of help expressed on the Internet until then might not reach the members of the risk groups. Based on these considerations, the private individuals set up a website on March 14, 2020, on which the possibility was created for private individuals to enter their offers of help in a list. Cooperation with the authorities was sought from the start. After this relief operation became known, the public authorities approached the initiators and they agreed on a cooperation. Representatives of the State of Liechtenstein, management bodies of the eleven municipalities in the country and the initiators (on a voluntary basis) worked together in the week from March 16, 2020 onwards, a concept for the neighborhood helpers network at the municipality level. At first, urgent requests for help were mediated privately.

Since March 24, 2020, the agency has been in the public sector, which has set up special Corona help telephones for Corona Help Liechtenstein in all eleven municipalities. By March 25, 2020, around 500 Liechtenstein residents had already participated as helpers in the new form of neighborhood help. If people are subsequently tied to the house for whatever reason, they can find a point of contact through Corona Help Liechtenstein . The help could, for example, consist of running errands, delivering food or other forms of support. Since the handover to the municipalities, the original private initiative has only been responsible for providing the list of helpers and for the further acquisition of helpers. In addition, it operates an internet group as a platform, on which several thousand members had already come together for a constructive exchange by the end of March 2020.

Reactions and measures in the education system

Dominique Hasler , responsible Minister of Education in the Ministry of the Interior, Education and the Environment , assured that the school year 2019/20 would not have to be repeated by the students due to the Corona crisis. Distance learning is advisable instead.

At a press conference on March 24, 2020, Minister of Education Dominique Hasler informed about the “corona-related measures” in the Liechtenstein education system. By ordering school closings, the digitization of schools and new distance learning for all educators with interdisciplinary skills are in the foreground. In these difficult times it is important to master daily challenges in the family, for example helping at home to structure everyday life together with the parents, to plan a week, but also to organize social interaction in sometimes narrow living space in difficult times, so Hasler. Hasler cited physical education via Skype or keeping a learning diary as examples of the new forms of teaching caused by the Corona crisis . With the introduction of a new school plan, many school teams are already busy with digital learning, which is proving to be an advantage in these times, added Arnold Kind, head of the Liechtenstein education authority.

Due to the coronavirus pandemic, all educational and care facilities in Liechtenstein have been closed since March 16, 2020. Distance learning has been taking place since then. In an interview with Radio Liechtenstein on March 25, 2020, Minister of Education Dominique Hasler expressed the following to take away possible worries from the pupils and parents:

"The school year in Liechtenstein does not have to be repeated because of the Corona crisis."

- Dominique Hasler , Minister of Education, March 25, 2020

It is clear to Liechtenstein's Minister of Education, Dominique Hasler, that the coronavirus pandemic should not result in a disadvantage for a school career. The educational mandate can also be achieved in other ways through individual support for the students.

Due to the stable epidemiological development, face-to-face teaching became the rule again at all school levels from June 8, 2020.

Economic policy measures by the government of Liechtenstein

The government's packages of measures to cushion the economic consequences of the Corona crisis are managed through the Liechtensteinische Landesbank

On March 13, 2020, the Liechtenstein government decided to relax the short-time work allowance to secure jobs in the country. As early as March 17, 2020, an extraordinary state contribution of 50 million francs was initiated to finance the increasing short-time working payments.

On March 19, 2020, the Liechtenstein government passed a package of measures worth CHF 100 million to cushion the economic consequences of the coronavirus. At a special state parliament on March 20, 2020, the package of measures to support the economy was approved unanimously. The measures decided should be implemented from March 23, 2020 in order to support particularly affected companies. The primary goal of this state support is to secure jobs. In order to counteract possible liquidity bottlenecks of Liechtenstein companies, the creation of a law on the limited granting of a default guarantee for the granting of loans to secure liquidity was passed as an additional measure . These loans are granted by the Liechtensteinische Landesbank . In this way, the state will grant companies a default guarantee in favor of the Landesbank in the amount of 25 million francs from March 23, 2020. The municipalities of Liechtenstein pledged to support the government's package of measures by a further CHF 20 million.

The Liechtensteinische Landesbank is from 23 March 2020, approved by parliament 25 million francs to bridging liquidity for SMEs have ready (KUM), which are particularly affected by the corona crisis.

“The LLB is aware of its economic position and special responsibility in Liechtenstein. It is therefore a matter of course for us to make our contribution to overcoming the current crisis in this historically challenging situation. As the leading bank for SMEs in Liechtenstein, we bring the experience, the know-how and the network with us to be able to implement viable solutions for the Liechtenstein business location. "

- Roland Matt , LLB Group CEO, March 2020

In order to also help sole proprietorships, the Liechtenstein government and parliament decided to provide immediate aid up to a maximum of CHF 4,000 per month, which does not have to be repaid. These are intended to help small businesses in need. The Department of Economics stated on its website who was entitled to it. The companies must meet the following conditions for this:

  • The domestic operation must be affected by a plant closure due to the Corona regulation.
  • Entitled to support are self-employed who work as sole traders or managing directors / shareholders of a micro-enterprise.
  • The person applying for support for the company must work full-time for that company.

The corresponding application form should be available soon. The support should be paid out from the beginning of April 2020. On March 25, 2020 it was announced that the aid measures decided by the special state parliament on March 20 should also apply to cultural institutions and cultural actors, as the cultural scene in Liechtenstein had come to a standstill. Otherwise, because of the numerous event cancellations and the shutdown in the cultural sector, the existence-threatening consequences for artists and especially for smaller institutions and associations must be assumed. One wants to consciously prevent this.

International reactions

As of March 11, 2020, citizens from Liechtenstein are no longer allowed to enter the United States . According to the Ministry of Homeland Security , the entry ban applies to all foreigners who were in one of the 26 Schengen countries in the 14 days before entering the USA . Liechtenstein was thus also affected by the announcement, which was initially worded in a misleading manner.

On March 17, 2020, Austria closed its border from the state of Vorarlberg to Liechtenstein. The border crossings from Vorarlberg to Liechtenstein are only passable for commuters and goods traffic without major restrictions. Previously, the Austrian Interior Minister Karl Nehammer announced on March 13, 2020 that he would carry out increased controls on the border with Liechtenstein and other neighboring countries.

criticism

In Liechtenstein, face masks were sold out at the end of January 2020 and could not be reordered. Germany came under fire because the German customs authorities stopped the export of protective equipment by order of the German government. After this has already led to international upheavals, the EU Commission wants to shortly issue a new regulation or at least guidelines that instruct the member states to also exempt exports to the EEA / EFTA states (including Liechtenstein) from the authorization requirement and no longer allow exports To block.
