WISCONSIN INTERNATIONAL UNIVERSITY

Cited by a number of business leaders - primarily in Asia, upon whom founder and president "Dr." John Buuck conferred "honorary degrees" in a seeming effort to influence and persuade them to support him financially and lend cache and credibility to his elsewhere well known educational and "distance learning" scam -- Wisconsin International University (WIA) is widely known and disregarded by accredited institutions and educators and governments alike around the world as a scam diploma mill.

According to various accounts, the initiatives are co-founded and co-directed by both John Buuck and his wife, Lyla Buuck.

Allegedly founded by "Dr." John Buuck while serving as president of Concordia University (a reputable Lutheran school actually located in Wisconsin whose athletic center is now named after him), WIU was -- according to his own accounts -- born of Buuck's private, personal initiative outside of the authority and structure of the legitimate Concordia when, in 1992, he claims to have founded something he called Concordia International University Estonia (CIUE). While Buuck claims that WIU was founded in 1992 and rose up in 1997 in Ukraine, one web site says that WIU did not exist until 2000.

More than a decade ago, though supposedly a high level educator as head of Concordia in Wisconsin, Buuck was already drawing the ire of many of the most respected people in the regular and distance education fields, as well as legitimate news outlets in the US and Canada alike. For example, Bears' Guide to Earning Degrees by Distance Learning -- by John and Mariah P. Bear (15th Edition, page 340; they are now in their 25th edition year) -- reports:

The Web site no longer shows the Wisconsin address used when WIU registered the Web site and incorporated in Wisconsin in 1992 (a private [the Buucks'] home in a Milwaukee suburbs). Web site pages feature links to WIU in Ukraine, China, Ghana, and Brazil -- although, oddly, not in Estonia, where it established its first campus in 1993 under the name of Concordia International University Estonia. They are accredited by the unrecognized and dreadful Accrediting Commission International.

But lest one think that the Bears alone found WIU problematic, Buuck and his dubious academic money making schemes -- which he now proclaims is for the purpose of creating "Peace On Earth" -- were exposed as early as 1996 by the Milwaukee Journal Sentinel, a full year before he convinced Ukrainian educators in Kiev to establish a branch of his WIU in Kiev. Sadly, Buuck's manipulation of many legitimate educators has duped them into duping others still. In much the same way CBS's 60 MINUTES exposed such degree mills and "outed" major government leaders who had bought "master's" and "doctorate" degrees from such mills, only to be shamed, demoted and fired when discovered by the US government agencies, others have exposed Buuck; but even the US Ambassador to Ukraine John E. Herbst has spoken at an event sponsored by WIU, giving it undue and dubious cache that, should the Ambassador realize the error in accepting this invitation from such a scam "educator," would certainly find himself having to explain the major international diplomatic faux pas. Whatever the pedigree of CIUE and WIU, the current and long-time director of public relations for Concordia in Wisconsin disavows any link between the legitimate Concordia located in Wisconsin and Buuck's CIUE and WIU. And in spite of numerous web sites on which Buuck and his colleagues appear to try to make his various "academic" endeavors appear to be linked to legitimate institutions, there is absolutely no link between any of the groups Buuck has founded and legitimate schools like the state run University of Wisconsin at Madison. On one of Buuck's site, a faculty member claims to hold a doctorate from the "Univ[ersity] Of Wiscasin, Madison, USA" -- a sort of odd error for any high level academic, let alone doctor and professor, as well as for a web developer or legitimate institutional PR staff member to make. If nothing else, it raises questions about the quality of the education such a group purports to offer.

Also, much to the surprise of the average intelect, Buuck and WIU have never been incorporated nor operated legally in Wisconsin as a university. In fact, WIU has no American campus or presence, and is incorporated for tax purposes in Idaho (www.taxexemptworld.com/organizations/ada-county-id-idaho.asp?spg=7), not Wisconsin or Florida, where Buuck's newer residence serves as WIU's international headquarters and base of operations. That he offers "distance learning" instruction via the internet is not only devilishly apropos, but entirely necessary, since he is forced to do so for Wisconsin International University all the way from his home in Bonita Springs, Florida -- the vertical distance of an entire nation away from the state he mendaciously claims is home to his "institution" of "higher education."

Also, nearly a decade after the Bears' first pointed out the problem of tracking the Buuck's and their international comings, goings and business dealings, Buuck does not seem content sticking with a trackable web presence, establishing numerous sites purporting to be those of WIU but with substantially different information on them, though all contain a "Message from the President" from Buuck -- who has long lived and run the WIU office out of his home in Bonita Springs, Florida, not Wisconsin. Still, more than one Buuck related site -- including http://www.cornell.edu.sg (not and not related to THE Cornell University, as the domain name would lead many/most to believe; the SG stands for Singapore, though) -- make claims like the following (which are consistent with those long made by Buuck himself):

Wisconsin International University, located in Wisconsin, is approved by Wisconsin Government and United States Agency for International Assessment Committee to awarding a bachelor's degree or master's degree and a doctorate. Wisconsin International University has now developed into a transnational university in Estonia, Ukraine, Brazil, Russia and other countries.


Unfortunately, the Buucks know that WIU IS NOT located in Wisconsin in any way, is not approved by "Wisconsin Government" in any way, and any search for any variations of United States Agency for International Assessment Committee only provide a return to the www.cornell.edu.sg web site itself. Like so many scams, all means of "verification" of "authenticity" of WIU, CIUE and all such Buuck-created initiatives are entirely self-serving, self-created and circular. And all highly dubious and, to be absolutely sure, evidence that all such "higher education" and degrees are entirely unaccredited and/or not accepted/honored by any other than very small, Third World or struggling former Soviet bloc nations, such as Singapore, Estonia and Ghana -- none of them bastions of the high academic demands and standards of the historic higher eastern and western Ivory Tower.

That such fraudulent and deceptive things are being done by Buuck and his family is sad; that it is being done by a former president of a legitimate "Christian" (Lutheran) university is very unfortunate and, perhaps, explains the roots of his influence and power in perpetrating such a fraud on so many around the world; that he does so as one who purports to be a "true Christian" is a hypocritical misrepresentation and utterly tragic. God is not impressed with such clear and dishonorable fraud and "false witness." He also does violence to the good, ethical, life changing work being done by so many around the world who are motivated by the pure, honorable, unifying and edifying virtues of their faith, whether Christian, Jewish, Muslim or otherwise.

Only recently did Buuck update his web sites to be only slightly more clear about the fact that WIU has no real US presence except incorporation and his literal HOME office, due primarily to investigations by the US and Canadian governments relating to allegations in Canada of widespread financial and business/operations fraud about the true "character" of the "degrees" he was "conferring." In fact, WIU has no accreditation in the U.S., and the organization he claims to be the accrediting authority is not recognized by the US government or any legitimate US accrediting agency as legitimate. In fact, all account it a self-supporting and fraudulent academic Ponzi scheme. This fraud was exposed in a number of articles by veteran Vancouver Sun staff writers. (not writers of dubious credentials in the blogosphere).

Before this is all over, it may turn out that educators and some religious education leaders -- as Buuck purported to be while leading the real Concordia in Wisconsin -- will find themselves both shamed and deposed by an academic scheme that anyone who cares about true biblical Christian ethics, integrity and servant leadership should consider nothing less offensive than the swindle that John Bennett perpetrated on the religious, academic and charitable world in the early 1990s via his entirely fraudulent $500 Million-plus Ponzi con known as "The Foundation for New Era Philanthropy," which devastated hundreds of institutions and charities, ruined numerous lives and careers, created fear and distrust in the American Christian church, academic and philanthropic worlds and landed Bennett in federal prison for a term that would last as long as it would take him to sing the national anthem, all stanzas and refrains, 500,000,000 times!
