The 2003/04 season was the eleventh regular staging of the first division , the second Slovak ice hockey division . The champions were HK Spartak Dubnica , who rose directly to the extra league. Before the season, the HK Dukla Michalovce withdrew voluntarily to the 2nd division.

In the main round, each of the eleven teams played a total of 40 games. The eight best-placed teams after the main round qualified for the playoffs, in which the champions and only promoted teams were played. For the other three teams, the season ended prematurely. Each team received three points for a win after regular time, two points for a win after overtime, and one point for a defeat after overtime. No points were awarded for a defeat after normal time.
