2S23 Nona SVK is a Russian 120 mm self-propelled gun , which was developed in the design office of the Perm Engineering Factory under the direction of the Central Research Institute for Precision Mechanics in Klimovsk and the Central Research Institute "Burewestnik" in Nizhny Novgorod , based on the buoyant armored troop transporter BTR- 80 . The self-propelled gun was designed to act against soldiers, artillery and mortar positions, rocket launchers , armored targets and other fire control positions. The 2S23 is able to enter the ready-to-fire state even without long preparation from closed positions and through direct sighting. It is possible to fire not only Soviet and Russian mortar shells , but also foreign ones.

In the 1970s, new self-propelled guns came into service in the Soviet Union , which at the time helped to eliminate a backwardness vis-à-vis NATO in this area. During this time, expert reports showed that a completely new modernization of the Soviet artillery systems was essential. At the beginning of the 1980s, development work began on a new generation of self-propelled guns. a. the 2S17 for use in the battalion, 2S18 for use in the infantry and the 2S19 for use in the division. To date, all SPGs have been based on the chassis of different tracked vehicles of various weight classes, but the Ministry of Defense turned its attention to a wheeled armored chassis, the use of which on paved roads offered a fundamental tactical advantage over tracked vehicles. Among other things, the speed increased, which offered a quick retreat in the event of a counterfire.

In the period between 1983 and 1984 , under the direction of the Central Research Institute "Burewestnik", who already had experience in the development of self-propelled guns based on wheel chassis and the 2S14 anti-tank gun, a series of scientific work was started. a. the project for the 2S21 self-propelled gun for use by artillery units in divisions was born. To assess the development of an artillery weapon for the battalion, "Burewestnik" started a study in 1981 on the basis of the armored troop carrier BTR-70, on the roof of which the gun turret should be located, which was taken over by the self-propelled gun 2S9 . The results of the tests showed the possibility in principle of producing a 120 mm self-propelled gun for the battalion. The knowledge gained from this flowed into the newly created concept under the name "Nona-SVK".

The main designer was the Perm Engineering Factory , while the chassis was developed in the Gorkovsky Avtomobilny Sawod design office. Under the decision of the military-industrial commission of September 1, 1984, work on the 2S23 officially began. In the same year, the first prototype was produced, which first passed a test phase within the manufacturing plant and was later subjected to field tests under the supervision of the Ministry of Defense. On April 26, 1991, the Council of Ministers of the USSR approved the license for the army.
