AktivRegion Schleswig-Holstein is the funding initiative based on the LEADER approach in the Rural Areas Future Program (ZPLR) , the program for rural regional development in the EU funding period 2007-2013.

The LEADER approach, which was already tried and tested as a model joint initiative in the previous EU funding periods, has been included in mainstream funding since this program period.

In contrast to the programs of the other federal states, the Ministry for Agriculture, Environment and Rural Areas (MLUR) , which was entrusted with the implementation, chose a nationwide funding approach for the first time. This was also the result of the changed priorities for the provision of funds within the European structural policy , which was significantly influenced by the Lisbon strategy .

The Schleswig-Holstein program stipulated several requirements for the selection of the so-called active regions . These included:

  • Population between 50,000 and 100,000
  • representative composition of partners from the region (municipalities, economy, social affairs, culture and environment)
  • Decision-making body with at least 50% economic and social partners
  • Funding is based on the integrated funding strategy created at the beginning of the period

The regions are supported with a basic budget of 250,000 euros each (with a population of up to 75,000) or 300,000 euros (with a population of over 75,000). Only the local decision-making body decides on this distribution of funds. Strongly innovation-oriented measures can also be promoted as so-called lighthouse projects in a nationwide competition.

In Schleswig-Holstein, 21 active regions had formed by the start of the funding period. These are usually based on administrative boundaries. In terms of population, they have a size of 50,000 to 120,000 inhabitants. In terms of size, they are thus between the lowest administrative units (the offices ) and districts .

The local action groups (LAGs) are supported by the regional departments of the State Office for Agriculture, Environment and Rural Areas (LLUR) . These are also responsible for the provision of funds.

The Academy for Rural Areas Schleswig-Holstein acts as another advisory institution in the area of ​​state-wide network coordination. Additional networks are coordinated by the nationwide Rural Development Network , an organizational area of ​​the Federal Office for Agriculture and Food .

The following regions were selected as active regions by the state at the beginning of the structural policy funding period (2007–2013) of the European Union . The state government followed a nationwide approach in the selection process, so that a large part of the Schleswig-Holstein municipalities can be assigned to an active region.
