He was finally appointed FIFA referee in the late 1980s. The first major game he whistled in this role was the decisive World Cup qualifier between Brazil and Uruguay in 1993 . He was nominated as referee for the following World Cup in 1994 in the USA and whistled two group stage games with Cameroon against Sweden and Morocco against Netherlands . In the same year he also directed games in the Japanese J. League . With the nomination for the 1998 World Cup in France , four years later, his second World Cup participation followed. This time, however, he was only allowed to whistle one game with the game Yugoslavia against Iran . Thus, in his entire career, he has participated twice in a World Cup (1994, 1998) and twice in the Copa America ( 1993 , 1995 ).

In 2003 he ended his career as a referee and began to become increasingly involved in politics. In the same year he was elected mayor of the San Borja district of the Lima province . He held this office until 2010, a total of seven years. After resigning from this office, he applied for the chairmanship of the Peruvian Football Association , but lost to the current President Manuel Burga in the election. Therefore, he went back into politics and was appointed Minister of Health in 2011 under the new President Ollanta Humala .
