Friedrich Wilhelm Alfred Stephan (born October 18, 1884 in Gleiwitz , † September 20, 1924 in Beuthen ) was a German lawyer and politician . Stephan was First Mayor or Lord Mayor of the Upper Silesian city ​​of Beuthen and for the Center Party from 1922 to 1924 a member of the Prussian State Council .

Life

Stephan attended high school in Gliwice from 1894 to 1903 . In 1903 he began to study law and political science at the universities in Breslau and Munich , which he was able to successfully complete in 1906. In June 1906 he was accepted into the Prussian judicial service as a court trainee , and from 1912 as a court assessor. As early as May 1908 he received his doctorate from the law faculty of the Wroclaw University with the dissertation The negative entitlement to benefits and the history of his legal protection to the Dr. jur.

From May 1912 to August 8, 1919, Stephan was a paid city ​​councilor in Beuthen. He was a war participant during the First World War , most recently as a first lieutenant in the reserve. On August 9, 1919, Stephan was appointed First Mayor of Bytom and on July 12, 1921, he was given the title of Lord Mayor. However, a few days earlier he had received an expulsion notice from the Inter-Allied Commission in Opole from the voting area of ​​Upper Silesia . In mid-October 1921 Stephan was appointed to the Prussian Ministry of the Interior. After the deportation decision was withdrawn on April 3, 1922, he was able to take over the official duties as Lord Mayor of Beuthen one day later.

Stephan, who was himself a Catholic , became a member of the Prussian State Council for the Center Party from April 5, 1922 to September 20, 1924. From 1923 to September 20, 1924, he was also chairman of the community committee. Alfred Stephan died on September 20, 1924, at the age of 39 in Beuthen. He was buried in the Mater Dolorosa cemetery in Bytom; his grave has been preserved.
