The alpS - Center for Climate Change Adaptation ( Center for Natural Hazard Management , in short: alpS ) is a university-related, internationally active engineering and consulting company that supports companies, municipalities and countries in their sustainable development and in dealing with the consequences, opportunities and risks of climate change, strengthens. As a research and advice center based in Innsbruck , alpS researches, develops, advises and communicates primarily on the risks and opportunities of climate change and on climate change adaptation in mountain areas.

history

The Kplus -Zentrum alpS-Center for Natural Hazard Management was founded in October 2002, on the occasion of the avalanche disaster in Galtür . The supporting company was the alpS Center for Natural Hazard Management  GmbH as a joint venture between the University of Innsbruck, BOKU Vienna, the Austrian Academy of Sciences and the regional energy industry. The main focus was on the research of natural hazards and the development of appropriate solutions for the optimized handling (management) of these. The seven-year Kplus funding phase began on October 1, 2002 and ended on September 30, 2009.

At the end of the Kplus phase, the alpS center was able to successfully apply for the second COMET center tender of the Austrian government after six months of interim funding (October 1, 2009 to March 31, 2010) and was a K1 center from 2010 to 2017 within the framework of this federal research funding program.

alpS research essentially consists of the COMET-funded K1 center alpS - Center for Climate Change Adaptation as well as research projects that are financed by funding programs (K projects). In addition, there has been a private sector consultancy since 2007. AlpS is currently in the second funding phase of the current seven-year K1 funding cycle, which ended on March 31, 2017.

Since the restructuring in 2018, the Leopold-Franzens-Universität Innsbruck has  been 100% shareholder .

From 2002 to 2018 the hydrogeologist Eric Veulliet acted as commercial and scientific managing director, and as scientific director the geographer Johann Stötter , professor at the University of Innsbruck.

construction

The fate of alpS GmbH is on the one hand responsible for the shareholders' meeting and on the other hand the alpS management is operationally responsible. The COMET-K1 center, supported by the GmbH, has a center management consisting of the four-person scientific management and the management. The center management is supported by an advisory body consisting of representatives of the shareholders, international experts as well as representatives of the federal states and funding agencies. This 16-member Strategy Board helps shape the research strategy and supports scientific excellence, the development of an international presence and the networking of alpS. The progress of the center is regularly evaluated internally by the Strategy Board on the basis of key indicators.

financing

The sponsors are in particular the public sector ( Research  Promotion Agency - FFG, Land Tirol , Land Vorarlberg ). The public funding quota is a maximum of 55 percent of the eligible and proven project costs.

The alpS consulting business area is operated as a registered business.

Cooperations

In addition to the shareholders, there is close cooperation with authorities such as the civil and disaster control of the state of Tyrol and the Tyrolean municipalities, as well as research associations within the framework of the Alpine Convention .

Research - alpS Research

Modeling

As the sponsor of the K1 Center, alpS researches the consequences, opportunities and risks of global climate change for regional and local human-environment systems. alpS climate change adaptation research in mountain areas is interdisciplinary and transdisciplinary in the areas of land, water and energy. The research focuses on risk management and sustainable development of mountain regions. The research concept follows the alpS CCA cycle (Climate Change Adaptation Cycle) .

alpS develops technologies and strategies for sustainable adaptation to climate change, such as innovations for forecasting and monitoring systems for the prevention of natural disasters , tools for risk management, concepts for adapted land use, water and forest management and the like.

alpS projects are dedicated to both applied research and the development and implementation of adaptation measures.

Advice - alpS advice

AlpS consulting advises institutions and companies on the basis of their scientific expertise. The core competencies in alpS consulting are application-oriented solutions in the area of ​​risk management, sustainability and energy development planning for municipalities and regions. With the ORTIS software solution, alpS has developed an instrument that is intended to make information and complex methods usable in risk management for users in local authorities and companies. For example, the civil and disaster control of the state of Tyrol and in particular the East Tyrolean city of Lienz were recognized by the United Nations (UNISDR - The United Nations Office for Disaster Risk Reduction ) in 2011 for their communal risk analyzes based on the alpS solution as part of the global Making Cities Resilient campaign : My City is Getting Ready recognized as a global role model.

In addition, advice on holistic community development and communication as well as training is offered.
