Andreas Christoph Wankum (born  August 15, 1955 in Erlangen ) is a German entrepreneur and politician ( CDU ).

Life and family

Wankum was born in Erlangen and grew up in the Hamburg area. He is married and has a daughter and a son.

Entrepreneurial activity

He has been doing business in the real estate industry in Germany and North America since 1979, currently as managing director of the Hamburg real estate development company oneVest Developments.

Since the mid-1970s, he has been involved in a large number of real estate projects with the companies he founded. In Hamburg, various government buildings, such as the immigration and environmental authorities, the internationally known “ Kehrwiederspitze ” building project and numerous residential projects were developed or co-developed and implemented. At the end of the 1990s, Wankum and his company Deuteron Development Projects (DDP) were involved in the construction of the Volksparkstadion , the first privately initiated and financed German Bundesliga and FIFA World Cup stadium . During the construction phase in December 1998, Wankum experienced liquidity problems, which led to a delay in completion, defaults on subcontractors' payments amounting to 6 million DM and ultimately to Wankum's personal bankruptcy. Wankum assigned the blame for the processes to a subcontractor, VIP Consult, led by Siegfried Greve .

Wankum was able to maintain his high standard of living thanks to his wealthy wife. In the foreclosure auction of Wankum's villa property on Sylt, she won the bid. Two preliminary investigations conducted against Wankum in connection with the construction of the stadium were discontinued in 2007 in accordance with Section 170 (2) StPO (for lack of sufficient suspicion) . On January 24, 2014, Andreas Wankum's creditors approved an insolvency plan; this ends the insolvency proceedings.

politics

Wankum has been a member of the CDU since 1985 and was a member of the Hamburg Parliament from 2004 to 2015 . He caused a stir with his support of the Hamburg Senator for the Interior at the time to end the organized begging in the city center. He represented Hamburg's constituency 8 (Eppendorf / Winterhude) in the citizenship . Most recently, Wankum was a member of the Committee for Economy, Innovation and Media, the Science Committee, the Culture Committee and the Constitutional and District Committee and was a member of the two parliamentary committees of inquiry into the Elbphilharmonie. Most recently he was the specialist spokesman for the CDU parliamentary group for media, creative industries and tourism. Before being elected to the citizenry, Wankum was an elected deputy in Hamburg's finance, economic and environmental authorities for almost ten years .

From 1992 to 2012 Wankum was district treasurer of the CDU district association Hamburg-Nord. From 1999 to 2000 he was state treasurer of the CDU Hamburg . In this position Wankum had to justify himself because of the use of a blank donation receipt; the Hamburg public prosecutor's office initiated an investigation into aiding and abetting tax evasion.

In the 1998 federal election year, Wankum donated DM 130,000 to the CDU; it was one of the highest donations from private individuals in Germany.

From 1998 to 1999 Wankum was chairman of the CDU local branch in Winterhude , from 1999 to 2016 he was its deputy chairman. From 2012 to 2016 he was also a member of the executive board of the CDU Hamburg. Wankum had two parliamentary offices: one at the same address as his real estate development company in the city center not far from the town hall; another in his constituency in Eppendorf on the same premises that are also used by the CDU parliamentary group in the Hamburg-Nord district assembly.

Wankum and Judaism

In the 1990s, Wankum tried to get accepted into the Hamburg Jewish Community . However, it was rejected due to a lack of documents. In July 2000, Wankum was certified by the then regional rabbi Dov-Levy Barsilay to meet the requirements for admission to the community. As a result, the board of the municipality of Wankum accepted as a member.

From 2000 to 2003 Wankum was chairman of the presidium of Keren Hayessod Germany - United Israel Action eV and at the international level from 2002 to 2005 a member of the executive committee of the Jewish Agency for Israel (JAFI), the Board of Governors. From June 2003 to August 2007 Wankum was chairman of the board of the Jewish community in Hamburg KdöR and a member of the board of directors of the Central Council of Jews in Germany . During his tenure there were repeated violent, public arguments with other parishioners about the leadership of the parish. In the advisory board election in June 2007, Wankum's list was defeated by an oppositional group. Wankum was voted out of office as chairman of the board and has been a member of the community's advisory board ever since. In November 2007 it became known that the municipality was threatened with bankruptcy if the financial situation remained unchanged. The new community board made Wankum responsible for this development.

In April 2009, the board of directors of the community declared Wankum's membership canceled because Wankum had not provided any evidence of his membership of Judaism despite repeated requests. This decision is supported by the committees of the community (advisory board, culture commission). The General Secretary of the Central Council of Jews in Germany, on the other hand, spoke of a "personal vendetta". This allegation was rejected by the community bodies.

In 2010 the central religious court of the Orthodox Rabbinical Conference in Germany ruled that Wankum is Jewish.
