Andrei Jurjewitsch Vorobjow ( Russian Андрей Юрьевич Воробьёв ; born April 14, 1970 in Krasnoyarsk ) is a Russian politician and has been governor of the Moscow Oblast since November 2012 . He was a member of the Russian State Duma for three legislative periods (2003–2007, 2007–2011 and 2011–2012) , most recently he was Vice President of the Russian State Duma and chairman of the Duma faction of the pro-government party “ United Russia ”. He was also head of the party's Central Executive Committee since 2005.

Life

Origin and education

Vorobjow grew up in an engineering family in Krasnoyarsk. His father was one of the initiators of the disaster ministry and close companion of Sergei Shoigu , who later became the disaster minister and governor of the Moscow Oblast. His father has been Vice President of the Federation Council since 2008 . His mother Lyudmila, who comes from Chechnya , works as a technician. His younger brother Maksim is an entrepreneur.

From 1988 to 1989 he did his military service in a motor rifle division of the troops of the Interior Ministry of the USSR, which took part in operations in Baku / Azerbaijan , Yerevan / Armenia , Kokand and Fergana in Uzbekistan .

In 1995 he completed a degree in economics at the University of Vladikavkaz / North Ossetia and in 1998 specialized in international trade and foreign languages at the All-Russian Academy for Foreign Trade in Moscow.

In 2005 he defended his candidate doctoral thesis in economics at the Russian Academy of State Service under the President of the RF on the subject of "Formation and development of investment potential in the depressed region of Southern Russia" (Russian). In the following year, 2006, he received the degree of Magister for Business Management (MBA) in Politics and Business Communication at the Institute for Communication Management of the University of Economics in Moscow.

Entrepreneur

From 1991 to 1998 he worked as an entrepreneur. So he founded the company group ОАО “Russkoje more” (Russian Sea), one of the largest traders in fish and seafood in Russia. He owned 60% of the company's shares and was its general manager until 2002. In 2002 he sold his stake to his brother Maksim.

In civil service

From 2000 he worked in the civil service, initially as assistant to Deputy Prime Minister Sergei Schoigu. In 2012, he said in a program on the tele channel “ Doschd ” (rain TV) that Sergei Shoigu was his godfather in politics.

In 2000 he was the founder and president of the Interregional Fund in Support of the United Russia party . He has been a member of the Kremlin Party since 2003. As part of the fund's activities, he organized several international aid campaigns.

In March 2002 the head of the Republic of Adygia Chasret Sowmen appointed him his representative in the Federation Council of the RF.

At the end of 2003 in the elections to the State Duma, he ran on the regional list of the party "United Russia" of the Republic of Adygia , Krasnodar region in third place behind the governor of the Krasnodar region Alexander Tkachev and the president of Adygia Chasret Sovmen . On December 4th was elected as a member of the State Duma. In the State Duma he was a member of the Education and Science Committee. He was also deputy chairman of the “United Russia” group.

In 2007 he was re-elected as a member of the State Duma. He was in turn deputy chairman of the "United Russia" faction and a member of the committee for social and religious associations. He was the author of a bill that was passed in the Duma and signed by President Putin.

In 2011 he was re-elected as a member of the State Duma. This time he became the leader of the United Russia faction and one of the vice-presidents of the State Duma.

Governor of Moscow Oblast

On November 8, 2012, President Vladimir Putin appointed him acting governor of Moscow Oblast . Two days earlier, his predecessor and sponsor Sergei Shoigu had been appointed Minister of Defense of the RF. Vorobyov provisionally headed the Moscow Oblast until the gubernatorial elections in September 2013. In the gubernatorial elections on September 8, 2013, he was confirmed with a majority of 78.94%.

In 2015 Vorobyov was awarded the Order of Merit for the Fatherland 4th grade.

On September 9, 2018, he was confirmed in office in both regional elections with 62.52% of the vote.

Personal

Vorobyov is married and has two children.

His brother Maksim Jurjewitsch is the chairman of the board of directors of the company "Russkoe More". In 1998 he graduated from the Faculty of International Trade Relations at MGIMO of the Russian Foreign Ministry.
