Arndt Schmehl

Arndt Schmehl (born May 17, 1970 in Herborn ; † October 24, 2015 in Hamburg ) was a German legal scholar and professor at the University of Hamburg . Since 2012 he has been an honorary judge at the Hamburg Constitutional Court .

Career

After studying and doing a doctorate (1998) at the Justus Liebig University in Giessen and the second state examination (1999), Schmehl was a research assistant in Giessen and completed his habilitation under Klaus Lange in the subjects of public law, finance and tax law and administrative science (2003). His dissertation, his habilitation thesis and his achievements in academic teaching have been awarded university prizes.

This was followed by substitute professorships in Augsburg and at the LMU Munich. In 2005 he was appointed professor of public law, finance and tax law at the University of Hamburg. Schmehl also gave courses at the Law School of the University of Wisconsin , in St. Petersburg, in Prague and at the China-EU School of Law in Beijing and was a guest in Valparaíso for a research stay. In 2011 he was appointed as a fellow at the Alfried Krupp Wissenschaftskolleg Greifswald for a research semester.

Schmehl was also a member of the Academic Senate of the University of Hamburg. From 2010 to 2012 he was dean of studies (vice dean) and head of the examination office of the Faculty of Law. Since 2012 he has been the scientific director of the Hamburg University College "Bridges to the University - Paths to Science".

Since 2011 he has organized the annual “Summer School Dikaiosyne” on comparative constitutional law , which took place in Prague for the first two years and was continued in Budapest in 2013.

Schmehl died on October 24, 2015 after a long and serious illness.

His research focus was the area in administrative law and administrative science , the environmental law , public economic law as well as financial and tax law , especially taking into account the international and European influences.

Representation before constitutional courts

As an agent for the SPD and the Greens, Schmehl brought a lawsuit against tuition fees in Hesse . He took the view that general tuition fees were not in accordance with the Hessian state constitution. As an expert, he also prepared the application of the Free and Hanseatic City of Hamburg against the introduction of the childcare allowance , which the Federal Constitutional Court followed on July 21, 2015.
