Germany

In the GDR, sex education had been part of the curriculum as part of biology classes since 1947 under the title “Reproduction”.

On June 10, 1969, the textbook Sexualkunde-Atlas was presented as a nationwide teaching aid for the new subject "Sexualkunde". While the Evangelical Church advocates more liberal sex education, Catholic and conservative circles sharply criticized the state's efforts to educate people. Violations due to schoolchildren failing to attend school are penalized in Germany with fines vis-à-vis the parents and with repeated violations with prison sentences of several weeks. It happens again and again that parents try to have their children exempt from attending school sex education “for religious reasons”. On January 19, 2004, the Hamburg Administrative Court issued a much-noticed judgment in this regard, with which an application for the exemption of two Muslim schoolgirls from sex education was rejected: “In the opinion of the judges, the obligation to attend educational hours in biology classes does not violate girls' religious freedom or the right to bring up children their parents, as the court announced. The court argued that ideological neutrality would be preserved in the case of pure knowledge transfer. In addition, the state has a legitimate interest in counteracting the development of 'parallel societies'. An exemption from sex education for ideological reasons would, in the opinion of the judges, promote the 'feeling of being different'. "

In addition to the German Federal Constitutional Court and other constitutional courts of various European nation states, the European Court of Human Rights also ruled in September 2011 that schoolchildren may not be absent from state sex education classes for religious reasons.

Austria

Sex education in school lessons was already anchored in Austria with the basic decree on sex education in schools of November 24, 1970 (circular no. 193/1970), and was confirmed in circular no. 216/1990 of October 23, 1990. The declaration of intent for educational instruction is based on § 2 task of the Austrian School of the School Organization Act (SchOG), which promotes the "educational goals with which the development of young people's facilities, their knowledge and skills in the interest of overall upbringing and personal development be able to ”, as a subject of instruction. Luxembourg

In the Grand Duchy of Luxembourg , sex education officially appeared in the school year 1970/71 as part of the biology teaching program at grammar schools, at that time from Sexta (8th grade), a little later from Septima (7th grade). It has now generalized, both in secondary education and in elementary school.

Croatia

In May 2013, under pressure from the Catholic Church , the highest court in Croatia banned sex education in schools. This ban takes place around two months before Croatia joins the EU.

Poland

As of March 2019, there are no sex education classes in Poland .

The German Federal Center for Health Education (BZgA) and non-governmental organizations such as the German Pro Familia or the Austrian Society for Family Planning have a number of materials on sex education. Some of these are distributed free of charge to multipliers ; online platforms such as Loveline from the BZgA are available.
