The BND field office Schöningen (earlier (camouflage) designations: MA10 , 3D10 , Federal Bureau of Telecommunications Statistics , radio Technical Research Institute Ltd. ) is a specialized branch of the Federal Intelligence Service processed (BND), the signals from international telecommunications networks. It is located in the town of Schöningen ( Helmstedt district ) on the Elm ridge , has 19  antennas and around 120 employees. Similar BND branches exist in Rheinhausen and Bad Aibling .

The BND branch in Schöningen deals with the recording of priorities and the processing of satellite- guided traffic to regions in crisis and war such as Afghanistan . Cable detection cannot be operated from there. To a lesser extent, traffic is routed to the branch from other areas. In 2006, around one million metadata (e.g. telephone and device numbers, cell ID, e-mail addresses) were recorded every day , although the numbers are subject to considerable fluctuations. There are 300,000 to 400,000 recordings per day of content data, which means around 200 conversations and 2000 e-mails followed by each processor, from which 50 reports are produced for the head office. Data is stored for a maximum of ten years. The Bundeswehr are captured traffic and metadata passed from countries of operations. One of the analytical methods used is "call chaining". In Schöningen, metadata is used to pre-select the relevant traffic, which is a main task.

The branch office sends its topic- and country-specific messages to the central message processing, where after further processing a decision is made whether to transmit them to external bodies. A direct transfer of data from the branch office to foreign intelligence services , e.g. B. the National Security Agency , does not take place. XKeyscore has been tested in the field office since February 2013. The data protection officer of the BND is also responsible for the Schöningen branch. Engineers , communications technicians , computer scientists and translators who understand regional dialects of the Near and Middle East work in the Schöningen branch .

history

The branch has existed since the late 1950s. In September 1958, the first workplace could be obtained and stationary operations started. During the Cold War , it was mainly the Warsaw Pact states that were enlightened. After its end, the focus was on global satellite reconnaissance. The BND gave up the legend of the BND branch in Schöningen as the federal agency for telecommunications statistics on June 6, 2014.
