Michael O'Brien spent his childhood in Chicago and comes from the lower class. He was massively neglected by his mother. One of his classmates sells drugs to get out of poverty. O'Brien finds out about this and wants to make some quick money too. When the two commit an attack, it comes to a catastrophe. Michael runs over the younger brother of an opponent.

O'Brien is detained in juvenile prison. Violence reigns there and O'Brien climbs up the hierarchy quickly. When his opponent later also comes to this prison and seeks revenge, the situation escalates.

The hard jail drama is limited to capturing the bad conditions behind bars in authentic images, the underlying social and ethnic problems, on the other hand, are only marginally touched upon. The role of defiant Mick was one of the first major screen appearances of cinema bully Sean Penn. Apart from that, there wasn't much to be heard from director Rick Rosenthal.
