Bernd Stumpf (born June 16, 1940 in Jena ) is a German football official and former football referee of the German Football Association .

On June 6, 1981, he headed the FDGB Cup final between 1. FC Lokomotive Leipzig and FC Vorwärts Frankfurt , which ended 4-1. During his time as a FIFA referee, he had 60 international appearances as a referee and assistant, including 4 international and 6 European Cup matches.

In the GDR league he came to 98 referee missions. In the championship game on the 18th match day of the 1985/86 season between 1. FC Lokomotive Leipzig and BFC Dynamo on March 22, 1986, Bernd Stumpf gave Berlin FC Dynamo a penalty in the 94th minute , which made it 1: 1 -Endstand led. This sparked heated discussions about the advantages of the Berlin club. After this game, the GDR Football Association excluded the referee from the two highest divisions, Oberliga and DDR-Liga . However, a training video from a different perspective, which was only published in 2000, proved the correctness of the penalty whistle at that time and the unjustified sanction of Stumpf.

After the political change in the GDR, Stumpf took on a position as a functionary in the Thuringian Football Association , is a member of the local game committee and a member of the security committee of the Northeast German Football Association . He denies having manipulated GDR football .

For the period of his basic military service from 1963 to 1964, Bernd Stumpf had signed a declaration as an unofficial employee of the Ministry for State Security (MfS). As a justification for the declaration of readiness, he stated in retrospect that he could have been blackmailed because of a misconduct during his army service. In 1989, under the code name "Peter Richter", he committed himself again to unofficial cooperation with the MfS.
