Just two years later he completed his habilitation with a thesis on the Dutch chambers of labor. In 1906 he turned down a call from the Hohenheim Agricultural University and accepted a call from the University of Jena .
In 1908 Harms changed to the chair for political economy at the Christian-Albrechts-Universität zu Kiel (CAU). There he founded the Institute for the World Economy in 1911 and 1914 , which is internationally renowned to this day. In 1917/18 he was rector of the CAU. Harms also opened the institute to students and researchers from abroad and organized research and teaching activities that were “oriented towards international standards”. He was able to attract well-known researchers, such as Gerhard Colm , Hans Neisser and Adolph Lowe , to help set up the new business cycle department . From 1928 to 1933 Harms was a member of the Senate of the Kaiser Wilhelm Society for the Advancement of Science .

Jessen held office only briefly and had to leave the institute to Andreas Predöhl . Harms moved to Berlin in 1935. He remained de jure full professor in Kiel. Through his friend Johannes Popitz he received a private lectureship in Berlin. In the following years he made several study trips abroad.
