He then worked as a youth education advisor at the YMCA and from 1969 at the Evangelical Academy Schleswig-Holstein.

After attending lectures at the University of Hamburg from 1968 , he passed the state examination in educational science in 1973 and became a sociologist in 1978. From February 19, 1971, when he came to parliament as one of the next candidates due to the introduction of the “dormant mandate” for senators, until 1982 he was a member of the Hamburg Parliament. He mainly worked on the culture committee and became chairman of the committee for environmental protection issues . An important topic there was the establishment of the Airbus project in Hamburg-Finkenwerder . In this context, Fischer, who had entered into a consultancy contract with the municipal realization company Finkenwerder GmbH in the 1990s , was later accused of being politically felt . He finally terminated the contract prematurely in 2002. In June 1977, together with Wulf Damkowski , Jan Ehlers , Harro Frank , Hans-Jürgen Grambow , Helga von Hoffmann , Frauke Martin , Lothar Reinhard , Ortwin Runde and Bodo Schümann, he belonged to a group of ten SPD members of the Bundestag who, in connection with the Exclusion of the Juso chairman Klaus Uwe Benneter in a letter to the party chairman Willy Brandt demanded that this prevent party regulatory proceedings against 56 Hamburg SPD members who had shown solidarity with Benneter.
