Hinnerk Fock (born June 13, 1943 in Hamburg ) is a German politician of the FDP . From 2003 to 2007 he was Altona District Office Manager and was the top candidate of the FDP for the Hamburg state election in 2008 .

Life and work

Fock was born in the Hamburg district of Eimsbüttel and grew up in Eppendorf . He comes from a traditional captain's family, not only the father, but also both grandfathers and other ancestors practiced the profession. His parents (his mother was from Altona) died when he was 16 years old and a Blankenese guide was appointed as his guardian. After graduating from the Johanneum School of Academics , he studied history, German literature and art history in Tübingen and Hamburg from 1963 to 1967 . He then completed a traineeship in press work and public relations at the regional marketing organization Hamburg-Information GmbH (from 2002 Hamburg Tourismus GmbH ), in whose service he joined as a planning assistant in 1968. In addition to this activity, he completed training as an advertising assistant in 1968/69.

After working as a freelance advertising consultant since 1972, Fock was full-time state manager and press spokesman for the FDP in Hamburg from 1974 to 1983.

After a short time as a PR man in an advertising agency, he joined the tax authorities as press spokesman in 1983. After the formation of the social-liberal government in 1987, he became deputy head of the state press office and spokesman for the Senate. From 1991 to 1993 he was press spokesman and head of the minutes of the Hamburg citizenship . After a time in the Senate Chancellery, he became head of the service and deputy head of the state press office in 1995 . At the beginning of 2001 he took over the management of the foreign protocol in the Senate Chancellery and in 2002 became chief protocol officer of the Senate.

Fock has been a member of the FDP since 1969, where he is counted among the social liberal wing. From 1971 to 1982 he sat in the Hamburg-Nord district assembly , where he had been chairman of the FDP parliamentary group since 1974. In the late 1980s and early 1990s he was deputy state chairman of the Hamburg Liberals. In the mid-1990s he was appointed to the program commission of the Federal FDP, where he worked with Guido Westerwelle, among others, to develop the Wiesbaden principles , the current FDP basic program.

In March 2003, Fock was elected by the majority of the CDU, FDP and Schill party in the Altona district assembly as district manager. Before the election, he said of his ambitions to become district chief of Altona: "Altona has always been a place of freedom - that fascinates me." When a black-green coalition was formed after the 2004 elections in Altona, Fock was initially joined by the two Government parties in Altona accepted. In autumn 2006, however, the black-green coalition ruling in the district assembly accused him of “not being able to assert itself against the district administration dominated by social democrats.” In addition, there were irregularities in the awarding of contracts by the district office, which Fock was politically charged with. It was considered to withdraw Fock's confidence in a constructive vote of no confidence. Two attempts by the CDU and GAL to vote out failed, however. On July 15, 2007, Fock was replaced by Jürgen Warmke-Rose when his third attempt was withdrawn on June 28, 2007 . Fock saw himself as a victim of a black and green claim to power in the district.

In contrast, Fock is rather undisputed within his party. The FDP youth organization JuLis stood behind him. After Wieland Schinnenburg's retirement from his offices, the state party made him the top candidate for the state election in February 2008. In addition, Fock was elected state chairman of the FDP Hamburg on July 15, 2007 at an extraordinary party congress .

In the election on February 24, 2008, the FDP recorded a gain in votes of 2.0 percentage points, but with 4.8% could not jump the five percent hurdle and thus did not get into the citizenship .

After a clear defeat at a state party congress in the application for list number 1 in the 2009 Bundestag election against the Bundestag member Burkhardt Müller-Sönksen , Fock resigned from the state party chairmanship on October 29, 2008 without giving reasons. On November 17, 2018, he was elected an honorary member by the state party conference of the FDP Hamburg.
