The Lister Tor high-rise , also known as the Bredero high-rise , is a 91 meter high building in Hanover . It is located in the Oststadt district near the main train station and is an example of the so-called Brutalism architectural style , the name of which is derived from the French word for exposed concrete .

The 23-storey high-rise Lister Tor is one meter lower than the 20-storey building that houses the headquarters of the Stadtwerke in the Ihmezentrum . The high-rise is also known as the Bredero high-rise after its construction company, the large Dutch construction company Bredero . The company built in the 1970s in Utrecht, the temporary twin city of Hanover (1971–1976), exemplary large-scale buildings.

The high-rise was planned by Dieter Bahlo from the architects BKSP in 1972 and built in 1974/1975. It was part of a large-scale project of several high-rise buildings to be built on Raschplatz and Lister Meile , but in fact it remained with this one building. Opposite is the VW Tower . The building offers 22,200 m² of space for offices, shops, pubs and discos. There are apartments on the 17th to 23rd floors. It has its own public parking garage and is also used as advertising space by various companies. In addition, there are two relay stations of the Amateur Radio on the high-rise.

Usage problems

Shortly after completion, there was criticism of the urban planning sensibility and the usage concept. Since 2006 there have been problems with financing and building use, so that since then 14 storeys have been vacant and represent a ruined investment.

After a controversial discussion, the Lower Saxony State Labor Court and the Hanover Labor Court, the Administrative, Social and Finance Courts should move into the high-rise as tenants at the end of 2008 , but this failed due to the resistance of the judges and judicial officers. Now the construction of a new justice center is planned elsewhere. Instead, the Lower Tax Office responsible for the state properties planned to accommodate the state school authorities and some departments of the state social welfare office in the Bredero high-rise, for which the property would be more suitable.

In December 2011, the city of Hanover again planned to merge the Citizens' Registration Office and the vehicle registration office in the Bredero high-rise. In November 2012, she announced that negotiations with the owner had failed.

At the beginning of 2015 it was announced that the building would be structurally changed. The plan is to convert the eleven office floors into living space and redesign the facade. Since then, the previously vacant office floors have been converted into further condominiums according to plans by the architects BKSP (Grabau, Obermann, Ronczka & Partner). In addition, the facades are given a soft beige aluminum panel cladding.

In the middle part of the house, 11,000 m² are to be converted into living space, divided into 80 to 120 condominiums of at least 70 m². Floors 7 to 17 are planned for the renovation. Each apartment is to be provided with floor-to-ceiling windows and a balcony. The associated changes to the facade are to be extended in part to the upper part of the tower, which already contains 88 condominiums. The architectural firm BKSP, which was once again carrying out the work, intends to clad the concrete on the outside with brown aluminum panels.

The work should have started in 2016 and could have been completed in 2017. In February 2018 there was still no building permit. In May 2020 the Higher Administrative Court declared the land registry's objection to be unlawful, which means that the renovation can begin.

Trivia

The Lister Tor skyscraper was a filming location for the Hanover crime scene . There was the fictional headquarters of the Lower Saxony State Criminal Police Office and thus that of Commissioner Lindholm . The scenes are now playing in the Nord / LB administration building on Aegidientorplatz .
