The Bregalnica is the second largest river in North Macedonia . Its source is in the forests of the Maleševo ​​massif, near the town of Berovo . The river flows through the towns of Makedonska Kamenica , Kočani , Vinica and Štip , before flowing into the Vardar , the largest river in North Macedonia, at the town of Gradsko . The Vardar ultimately flows into the Aegean Sea . The water quality of the river is problematic due to the industry, mines and farms (chicken and pig farms, rice etc.) that are in the catchment area. There is only one working sewage treatment plant. The “Bregalnica River Basin Management Project” has been trying since 2012 to develop solutions for better catchment area planning. During the Second Balkan War , the area was the site of the Battle of Bregalnica .

North Macedonian Water Act

In order to prepare for the accession of North Macedonia to the European Union (EU) , the country has to adapt laws so that they are compatible with the EU. An important step in this direction was the approval of the Water Act in 2008. This provides for the “ River Basin Management ” approach to planning the river basins and is based on the European Water Framework Directive . In 2012, with the support of the Swiss State Secretariat for Economic Affairs (SECO), the Ministry of the Environment and the Ministry of Agriculture launched a project to promote the implementation of the law and the RBM approach .

The North Macedonian Ministry of the Environment, the Ministry of Agriculture and SECO have chosen the Bregalnica catchment area as a pilot project for the RBM approach in North Macedonia. The project started in July 2012 and is financed by the North Macedonian state, SECO and the municipalities in the Bregalnica region. It is implemented by a team of national and international experts, which is headed by a "Steering Committee" and supported by an "Advisory Council" and a "Bregalnica Basin Planning Group". The Planning Gorup is carried out as a regular series of workshops in three sub-regions.

The main objective of the project is the sustainable planning and management of water resources in the catchment area of ​​the Bregalnica. In this way, economic development (industry, agriculture, tourism) should also be promoted. The implementation of the Water Act should result in an improvement in the water supply and the sewage system.

The project is divided into two components:

  • The Bregalnica River Basin Management (RBM) plan contains an analysis of the existing water resources and water demand in the region. Potential conflicts are analyzed and improvement measures are suggested. In addition, organizational structures are defined in order to turn the plan into reality.
  • The Small Water Infrastructure (SWI) projects are based on an investment in small infrastructure projects across the region. The project also accompanies the public tendering of contracts for the implementation of the infrastructure projects.
