The Bremen Central Office for the Realization of Equal Rights for Women (FZS) is an authority of the federal state of Bremen . Its legal mandate is to work towards and to ensure that the constitutional requirement of equal rights for women is fulfilled.

Legal basis and authority structure

The legal basis of the FZS is the law on the establishment of the Bremen Central Office for the Realization of Equal Rights for Women , which assigns them extensive rights of participation, information, control and suggestion. Furthermore, the FZS has tasks in connection with the work of the women's representative in the Bremen public service according to the State Equal Opportunities Act.

The FZS is subject to the official and legal supervision of the Senate Commissioner for the Realization of Equal Rights for Women (currently Senator for Social Affairs, Children, Youth and Women Anja Stahmann ). There is no technical supervision.

State representative for women

The authority is managed by the State Commissioner for Women , an office anchored in Bremen by law by the State Parliament. It is elected by the Bremen citizenship and appointed by the Senate for 12 years . As a result, your office in Bremen has a particularly strong political legitimation. Ursel Kerstein was elected as the first Bremen women's representative in 1982 .

The office is currently held by Ulrike Hauffe . She has been Bremen's second state representative since the FZS was founded in 1980 and took up office in September 1994. In 2006 she was confirmed for a second term. Hauffe spoke up again and again to the public in Bremen to enforce equal rights for women and has been publicly committed since 2009 to an end to the exclusion of women from the executive meal of Bremen's business and captain elite. Work of the authority

The authority currently has 15 contact persons, four of them in Bremerhaven . They advise women personally and investigate their complaints about disadvantage. Suggestions for enforcing women's interests or improving the advancement of women in offices are also taken up. In addition, information can be obtained on topics such as women's politics or what offers are available for women and girls in Bremen and Bremerhaven. In addition to personal advice, information is also provided on current topics in the form of brochures, leaflets and information leaflets.

In the case of legislative proposals, representatives of the FZS take a stand in favor of women and girls and suggest measures at the municipal , state and federal level to improve the situation of women. They support women's and girls' organizations in their work and promote their networking. In addition, they do public relations work to provide information on issues relating to women’s politics and to emphasize the demands of women.

The State Commissioner takes part in the State Council meeting in an advisory capacity and can thus influence the equality of women at this central point.

The authority is also the publisher of the Bremer Frauenstadtbuch , a free reference work that lists more than 300 institutions, associations and initiatives with non-commercial offers that could be of interest to women and that women can work on or that offer them advice, help or information . A corresponding Bremerhaven women's city book is also published by the FZS . Both reference works are now also available on the Internet.

Budget cuts and criticism of the authority

In January 2010, the then Bremen FDP parliamentary group leader Uwe Woltemath indirectly criticized the work of the FZS in a newspaper interview. In order to make sensible savings in the Bremen state budget, the FDP wants to use “a real administrative reform to strengthen the sector that works directly for the citizen and save where someone does nothing but label the folder. The current situation is such that, for example, the central office for the realization of women's rights is excluded from the personnel savings rate, while the opening times of the police stations are being reduced due to staff shortages. "

Due to the tight budget of the authority, the Bremen women's city book with over 300 contact points and offers from non-commercial institutions for women could not be reprinted in 2009 and appeared for the first time only in the online version. In the view of the FZS, this means that many women who do not have access to the Internet - such as migrants , low-income women or senior citizens - are excluded from this information . An updated new edition of the free information work, which was last published in 2005 with 8000 printed copies and has since been out of print, did not take place until the end of 2010.

A modernization of the central office and the State Equal Opportunities Act (LGG) demanded in 2010 the Bremen FDP chairman Oliver Möllenstädt , at that time spokesman for the FDP parliamentary group for gender equality policy. There are still more men than women in the executive suite, but women are among themselves in kindergartens and primary schools. The law's exclusive focus on women (i.e. the lack of support for men in areas dominated by women ) is outdated in many areas.

Possible abolition of the authority

The draft of the FDP election program for the election of the Bremen citizenship in May 2011 provided for the abolition of the authority. Their "life of their own [...] as an expensive, bloated and largely superfluous administrative apparatus" must be ended. Once the FDP has been elected, the tasks should be carried out by the Senate member responsible for gender equality issues. According to the FDP opinion of the time, Bremen's path in gender policy followed an outdated image of women and the inaccurate idea that only women are victims of gender conflicts and discrimination . The abolition of the FZS should be implemented in a far-reaching overall concept for equality between men and women formulated in the election manifesto, which should also focus on men. This also envisaged the abolition of the structures of women's representatives in the public service, which had previously been based solely on women; in addition, as a result of the FDP reduction concept for the parliamentary committees, the committee for equality of women in the citizenry would have ceased to be an independent body.

Award of the FZS project "frauenseiten.bremen.de"

The project "frauenseiten.bremen.de" the FZS has been prepared by the Federal Ministry of Economics awarded in the competition "Wege ins Netz" as a learning and communication in the category "Women" in 2009, with the first place. On the website, women present facilities, point out events and learn how to use the Internet. In the opinion of the Ministry of Economic Affairs, the award-winning projects convey exemplary skills in dealing with the Internet.
