Buluan is a municipality in the Maguindanao Province of the Philippines .

The population is almost exclusively Muslim .

On December 30, 2006, the municipalities of Mangudadatu and Pandag were each formed from eight barangays that previously belonged to Buluan. The Buluan Lake of the same name is located south of the municipality .
