From 1886 Arp studied with Theodor Hagen and Leopold von Kalckreuth at the Weimar Art School, later the Weimar Academy, and then spent several years in Italy. In 1891 he resumed his studies with Th. Hagen in Weimar, but left the art school in 1894 without a degree because the Grand Duke Arps had had pictures removed from the permanent exhibition by "the highest order". After that he worked in different places, including a. in Kiel and Weimar, made numerous trips. In 1912 he was awarded the title of professor. A close friendship connected him with Christian Rohlfs .

Arp taught in Kiel and Weimar and had exhibitions in Munich, Berlin and Düsseldorf. His works are exhibited in Kiel, Danzig and Weimar.

Arp was a cousin of the painter, sculptor and poet Hans Arp .

During the Second World War, a ship was named after him that was sunk by the Air Force off Dunkirk and made seaworthy again, the former SS Cap Tafelneh.
