Major General Carlos Humberto Romero Mena (born February 29, 1924 in Chalatenango ; † February 27, 2017 ) was President of El Salvador from July 1, 1977 to October 15, 1979 .

Military career

Romero was a cadet on the Escuela Politécnica and completed advanced training for admission to the General Staff . He enjoyed special training in horse riding in Mexico. The training in Mexico is a distinguishing feature of his tanda ( training cohort ) compared to the juventud militar , who were trained more often in the School of the Americas after the fall of Fulgencio Batista . His predecessors Julio Adalberto Rivera and Fidel Sánchez Hernández sent him:

  • as a delegate to the inauguration of Gustavo Díaz Ordaz as President of the Republic of Mexico in 1964.
  • as delegates to the inauguration of Misael Pastrana Borrero as President of the Republic of Colombia in 1970.
  • as a delegate at the VII Conferencia de Ejércitos Americanos (CEA) Conference of American Armies (CAA) in Buenos Aires from October 29, 1966 to November 1966.
  • as a delegate to the sixth conference of the American intelligence services in Punta del Este , Uruguay, from April 12 to 14, 1967.

Minister of Defense and Public Security

On July 1, 1972, Romero became Minister of Defense and Public Security under his two predecessors as President. In 1973 Romero was chairman of the Consejo de Defensa Centroamericana (CONDECA).

Carlos Humberto Romero was the minister responsible for the murderous suppression of the peaceful protest against the restriction of freedom of expression on July 30, 1975. Students of the Universidad de El Salvador (UES) protested against the prevention of a traditional student criticism burlesque on July 26, 1975 in Santa Ana .

Carlos Humberto Romero continued the succession of presidents of the military party Partido de Conciliación Nacional (PCN). The PCN again used the paramilitary Organización Democrática Nacionalista for their election propaganda. His two successors, Colonel José Guillermo García and Colonel Jaime Abdul Gutiérrez Avendano, headed the electoral farce of February 20, 1977 from the offices of the state telephone company ANTEL . The Central Electoral Council published an election result that made the opposition appear the winner; a short time later it "corrected" the result and announced the "victory" of General Humberto Romero, candidate for the oligarchy, the army and the US embassy. Carlos Humberto Romero took office on July 1, 1977. He answered the opposition's complaints that his election was fraudulent, with the declaration of a state of emergency for 30 days. State power continued to be exercised in the form of constant state terrorism. On October 15, 1979, Romero, who was on a state visit to the USA , was deposed by the ANTEL Tanda , which had brought him into office. Romero went into exile in Guatemala . He died on February 27, 2017.
