Carmen is a municipality in the province of Agusan del Norte on the island of Mindanao in the southern Philippines .
history
Carmen became an independent township on July 1, 1949 through the passage of Republic Act Number 380 . The place was called Kabayawa by the indigenous people belonging to the Manobos ethnic group .
