Erica is a hardened murderer whose life was once spared in order to be drilled into a mindless elite government agent. With the help of a microchip in the brain, the former waitress finally becomes an externally controlled contract killer with superhuman abilities. One day the young woman, code-named "Black Cat", receives the assignment to assist CIA agent Robin in the search for two members of a Russian secret organization. These previously killed a Russian deserter, whereupon plans to assassinate President Yeltsin were uncovered.
Robin reluctantly takes on the stoic high-tech killer. His reservations seem to be confirmed at first when Erica murders an elderly lady, apparently emotionless. Meanwhile, his superiors try to avoid another scandal and urge Robin to work with Erica. Grudgingly, he complies with the instructions and becomes both partner and supervisor of Erica. The unlikely duo set out on the hunt for the fugitive murderers who apparently emit ionizing radiation . Erica is quickly on the heels of one of the two brutal men - the other is already dead at this point - but the wanted man can escape.
After attacks by the secret society in Moscow and Washington fail, Erica, whose microchip was damaged on a foreign mission, picks up the trail of the highly trained fighter in the USA. Finally, there is a final duel that ends with Erica's injury and the death of the opposing super fighter. At the end, a worried Robin asks his supervisor what will happen to his injured partner. An answer is only given him succinctly.
