Police investigator Joe Garvey lost his family in a car accident a few years ago. The case of the backstage ballet dancer Pamela Hanley is assigned to him.
Garvey takes care of the 14-year-old sister of the murdered, Tinsel Hanley, who is threatened by the killers. He hides them in his apartment. Another attack kills Allie Wheeler, a friend of Garvey's.
Tinsel helps Garvey find a videotape of crucial clues. The recording indicates the involvement of Police Chief Frank McCoy in the murder. McCoy heads an organization that systematically exercises acts of vigilante justice. Your actions will be ended by Garvey.
