The Communauté de communes de Balbigny is a former French community association with the legal form of a Communauté de communes in the Loire department , whose administrative seat was in the town of Balbigny . It was located between the cities of Roanne and Saint-Étienne and comprised a section of the Loire Valley together with the Monts du Lyonnais, which adjoined it to the east .
