Historical development
The Communauté de communes du Pays de Saint-Galmier was founded on January 8, 1996 as a union of initially 12 municipalities. In the spring of 2012, under pressure from the nationwide reform of the municipal associations, both the Prefect of the Loire Department and the delegates of Saint-Étienne Métropole came out in favor of a merger with the latter, on the grounds that the greater Saint-Étienne area and the CC du Partly overlap Pays de Saint-Galmier. In many of the rural municipalities, however, this plan was not approved, so that in 2013 the municipalities of La Fouillouse and Andrézieux-Bouthéon finally transferred to the Saint-Étienne Métropole and the CC du Pays de Saint-Galmier continued to exist.
With effect from January 1, 2017, the community association finally merged
- Communauté de communes de Balbigny
- Communauté de communes des Collines du Matin ,
- Communauté de communes de Feurs en Forez and
- Communauté de communes de Forez en Lyonnais
and thus formed the successor organization Communauté de communes de Forez-Est . On this occasion, three parishes moved to the Saint-Étienne Métropole .
