The existing since 1951 Conseil Européen de l'Industrie des Peintures, the Encres d'Imprimerie et des Couleurs d'Arts (short CEPE ), German  European Council of the Paint, Printing Ink and Artists' Colors Industry , represents the interests of paint, printing ink and artists' paint producing industry at European level. The association is based in Auderghem , a suburb of the Belgian capital, Brussels . The association describes itself as the voice of paint, printing inks and artists 'colors in Europe ( "The voice of paint, printing ink and artists' colors in Europe" ).

The CEPE represents the 17 affiliated national paint associations, around 900 direct member companies and is a member of the International Paint and Printing Ink Council (IPPIC), the global representation of the paint and printing ink industry. The sub-association EuPIA, the European association of the printing ink industry, represents around 80 of the 900 member companies.

According to its own statement, the CEPE represents 85% of the European industry in the named branches through the member companies. These generate annual sales of around € 17 billion and employ around 120,000 people.

So-called sector groups ( EU sector groups ) represent the interests of individual industrial sectors. Specifically, groups exist artists 'colors ( Artists' Colors ), Marine Coatings, can coatings ( Can Coatings ), powder coatings ( Powder Coatings ), coil coating ( Coil Coating ) printing ink ( Printing Inks ), architectural paints ( Decorative Coatings ), corrosion protection ( Protective Coatings ) and wood coatings ( Industrial wood coatings ).

Around 40 working groups are organized within the CEPE, which develop positions vis-à-vis the European Union as well as measures on the topics dealt with. Current topics are REACH or the Global Harmonized System .

The sub-organization European Printing Ink Association (EuPIA) claims to represent the interests of the European printing ink industry in Europe and shape the image of the industry in public. EuPIA is organized within the CEPE due to the strong thematic overlap. Working groups within the EuPIA include the Technical Commission ( EuPIA Technical Committee (ETC)), printing inks for food packaging ( Printing Inks for Food Packaging (PIFOOD)), labeling and safety data sheets ( EuPIA "Labeling and Safety Data Sheets" (EuPIA LSD) ) and the safety and risk assessment ( Operational Safety and risk assessment (OSRA)).

The main objectives of the CEPE are to ensure the continued existence and health of the member companies, to find and represent a common line of industry and to represent this line towards the European Union .

history

The CEPE was founded in 1951 as the umbrella organization of national paint industry associations under the name Committee Européen de l'Associations des Peintures et des Encres d'Imprimerie ( European Committee of Paint and Printing Inks Associations ), represented by their directors or general secretaries . The administration was initially taken over by the association of the French lacquer manufacturers association FIPEC, later by the Belgian association IVP. The increasing legislative activity in the area of toxicity of chemicals and European legislation led to a significant increase in the workload in the early 1980s . As a result, the member associations appointed a general secretary and, in October 1999, an additional deputy .

At the beginning of the 1990s , the structure and statutes of the CEPE were adapted to the changed framework conditions and the Association in Confédération Européen de l'Industrie des Peintures et des Encres d'Imprimerie et des Couleurs d'Arts ( European Confederation of paints, printing inks and Artists' paint industry ) renamed. The management of the CEPE now consisted of representatives of the national associations and the direct member companies. The sector groups for the lacquer industry and the artist's paint industry were established. After the establishment of the international paint manufacturers association IPPIC in 1992, the workforce was expanded to include a technical director and other assistants. The main topics at the time were the VOC directive in the areas of architectural paints and automotive coatings, as well as the subject of food contact in printing inks and can coatings.

Another major restructuring followed in 2000, caused by the increasing role of industry, so that the management of the CEPE passed to the member companies. Instead of the general secretary, the association was headed by a managing director . The association gave itself its current name, Conseil Européen de l'Industrie des Peintures, des Encres d'Imprimerie et des Couleurs d'Arts ( European Association of the Lacquer, Printing Inks and Artists' Ink Industries ), and the printing inks sector was renamed the European Printing Ink Association , a sector of CEPE (EuPIA). A further restructuring decided in 2005 made the CEPE into a real industrial association that directly represents the interests of the coatings industry on a European level.

activities

In the general discussion about REACH, CEPE took the position that the costs resulting from REACH must be affordable for the European coatings industry. The main focus of the adoption of the legal text now is the effort to paint manufacturers for creating exposure scenarios have, through case studies to decrease. The manufacturer of a substance usually has to create these exposure scenarios from information provided by its customers.

The CEPE supports the creation of a globally harmonized system for the classification and labeling of chemicals , a standardization of the national regulations for the creation of safety data sheets .

The Technical Committee Transport deals with the standardization of European transport regulations . The aim is to mediate in this process between the organizations responsible for the various transport routes (sea freight: International Maritime Organization (IMO), air freight: International Civil Aviation Organization (ICAO) and land transport UN Economic Commission for Europe (UNECE)).

The Indoor Air Quality Task Force deals with the European standards on indoor air and emissions . The aim is to categorize emissions from paints and, above all, from emulsion paints more precisely.
