Daniel Edward Howard (born August 4, 1861 in Buchanan, Grand Bassa County, Liberia , † July 9, 1935 in Monrovia ) was Liberia's 16th President from 1912 to 1920 .

After the outbreak of World War I , he tried to maintain the country's neutrality, although he tended to support the Allies whose African colonies surrounded Liberia. Despite protests from the Germans , he allowed the French to operate a radio station in the capital, Monrovia. As a result, the Germans dispatched a submarine to attack the city in 1917 , which led Howard to side with the Allies and declare war on Germany.
