David Alexander Clarke Jr. (Born August 21, 1956 in Milwaukee , Wisconsin ) was the 64th sheriff of Milwaukee County in the US state of Wisconsin until August 2017 .

Life

In 2002, Clarke was named Sheriff of Milwaukee County , Wisconsin by Governor Scott McCallum after his predecessor ended his term prematurely. That same year he was elected for his first four-year term. The candidacy for Mayor of Milwaukee in 2004 was unsuccessful. He was re-elected in November 2006, 2010 and 2014.

In 2013 he received a Masters degree from the Naval Postgraduate School . According to research by CNN , allegations of plagiarism were raised against his thesis entitled Making US security and privacy rights compatible in May 2017 .

Despite being a Democratic party member and elected as such in a traditionally Democratic county, Clarke's political views are more in line with those of conservative Republicans . Clarke is a frequent guest on Fox News and spoke at the 2016 Republican National Convention . In the Trump Cabinet , he was traded for the post of Assistant Secretary in the Office of Partnership & Engagement , an institution of the United States Department of Homeland Security .

In 2017 he published his book "Cop Under Fire: Moving Beyond Hashtags of Race, Crime and Politics for a Better America". US President Donald Trump praised Clarke on Twitter in August 2017 and recommended his book.

Public perception

Clarke has been named the most right-wing of the right by columnist Daniel Bice in the Milwaukee Journal Sentinel . He appeared in the program of conspiracy theorist Alex Jones . Clarke has a scathing opinion of the organization Black Lives Matter ( Black life count ), which he called "Black Lies Matter" ( Black Lies are satirized), he called this group hate group and the members called subhumans . Via Twitter , he accused Black Lives Matter of seeking contact with ISIS . Fred Royal, chairman of a Milwaukee regional office of the black civil rights organization NAACP , described Clarke's statements as racist. He complained that Clarke completely ignored the real conditions faced by the average member of the black population. Royal also said that a white sheriff who had made similar statements had long been asked to resign.

Clarke is particularly tough on African Americans who criticize police brutality. He called Attorney General Eric Holder an asshole and civil rights activist Al Sharpton a “charlatan who should go back down the drain”. Clarke is a supporter and supporter of Donald Trump . In October 2016, he tweeted, "It's incredible that our government , the White House , Congress , the United States Department of Justice, and the mainstream media are corrupt and that we're just grumbling about it. It's time for pitchforks and torches." He also posted a photo of a hateful mob holding pitchforks and torches in their hands.

Gun free

During a discussion on CNN's Piers Morgan Live show in which Clarke and Tom Barrett , et al. a. Barrett Clarke, co-founder of Mayors against Illegal Guns , who spoke about the lack of staff in the police force, criticized Clarke as irresponsible because he had signaled to the citizens of Milwaukee in various radio spots that it was pointless to call the police if you were to she need. In the spots, Clarke had advised the population to take gun safety courses instead of relying on the police to respond quickly to an emergency call. Clarke justified the advice by saying that while waiting for the police, one could defend oneself. Clarke is supported by the National Rifle Association (NRA) gun lobby organization. In 2015, Clarke was a member of an NRA delegation that visited Moscow and met with Dmitry Rogozin , Deputy Prime Minister of the Russian Federation , Chairman of the Russian Defense Industry and the Russian Shooting Federation . Part of Clarke's travel expenses was taken over by the Russian group The Right to Bear Arms (German: the right to carry arms).

Controversy

Proselytizing process

In 2006, Clarke invited members of a Christian Protestant evangelical organization, the Fellowship of Christian Centurions, to several staff meetings where the evangelicals attempted to "convert" staff (for whom attendance at the meetings is compulsory). Several employees protested, but Clarke let the event continue. The Deputies Union and two deputies (one Catholic and one Muslim) successfully sued Clarke.

Death of Terrill Thomas

The administration of the Milwaukee County Jail, under Clarke, turned off the water supply for detainee Terrill Thomas as punishment. He died of thirst on April 24, 2016 . According to inmates, Thomas had not received water for six days. On September 15, 2016, Clarke's office said there would be no comment on the matter as a death case was pending. In 2019, Thomas's survivors reached an agreement with the county and the prison's private health care provider on compensation of $ 6.75 million.

Compensation process

Former inmate Shadé Swayzer sued the police for $ 8.5 million in damages. She claimed she gave birth to a baby while in detention and the guards ignored her requests for medical attention. The mother claims she had to wear shackles during childbirth. The baby then died.
