action

Investigator Andrew Thomas wants to expose the violations of an oil refinery, which is located next to a suburb. His brother Jack is a firefighter. Jack's ex-girlfriend, the doctor Jennifer Lewis, takes in the pregnant Mindi Hunter, who is about to give birth, in a city hospital, contrary to the instructions of her boss Vivian Sims. The boy Barry Christopher accidentally sets his house on fire. Andrew's brother, the fireman Jack, saves Barry, but is injured in the operation and taken to the hospital along with Barry and his mother Gwen.

Leaking gasoline ignites the refinery and Andrew is injured in the explosion. Refinery manager assistant Curt Peters and worker Rick Woods take Andrew to the hospital. In order to collect the sum insured, the manager of the Wendell Mays refinery wants to burn down the plant to the ground. He sends Peters and Woods to fetch a document from Andrew's office about the violations. Peters is killed trying to steal the incriminating documents.

Jennifer treats the numerous burn victims in the hospital, but she lacks staff and the necessary medication. She finds out that arson led to the disaster. When the fire envelops the hospital, fire chief Sam Davis orders the hospital to be evacuated. Jack is informed at the hospital that his brother is in critical condition. He visits Andrew, who says goodbye one last time before he dies. Mindi successfully gives birth to a girl named Hailey. The evacuation begins.

Jack and his comrades try to contain the fire that is out of control and to save as many people as possible. With the help of news cameraman Tim Vester, Jack manages to evacuate the people in the hospital. However, Tim and news reporter Alaina Charles are killed. The others reach the rescue units and are taken to makeshift hospitals along a nearby river. Jack and his team rescue the last people from the hospital before a catastrophic explosion destroys the entire part of town. After the disaster, Mayor Phillips is arrested for his involvement in the explosion, and Jack meets with Jennifer again.
