The film Der Blaumilchkanal was made in 1969 under the direction of Ephraim Kishon as a film adaptation of Kishon's book and radio play Der Blaumilchkanal .
action
Kasimir Blaumilch breaks out of the insane asylum and uses a stolen jackhammer to drill Allenby Street, a main artery, in the middle of Tel Aviv . When the police blocked the street in advance obedience and the residents complained about the 24-hour noise, the authorities in the town hall began looking for the person who was responsible for the activity. But also the actually responsible head of the "department for repairs on the main roads", Dr. Kwibischewsky, doesn't know anything. The authorities blame each other for the mess and in the end you go to court.
In order to end the construction work quickly, blue milk is supported by construction crews with heavy equipment until he reaches the nearby sea with his jackhammer, so that the masses of water can flow through the middle of Tel Aviv.
The mayor proudly opens the Allenby Canal and praises the city as the “Venice of the Middle East”, so that in the end everyone is satisfied, with the exception of the magistrate Ziegler. He is the only one who understands how the construction work came about. He shouts: "There was a madman at work!", Whereupon everyone believes that the mayor is meant. As a result, Ziegler is admitted to psychiatry.
Disappointed that he was not honored as the actual initiator of the canal at the opening ceremony, Kasimir Blaumilch begins a new “building project” in the final scene on the town hall forecourt, today's Rabin Square ( Kikar Rabin ).
