The filmmakers e. V. - Association of professional associations for film and television was the umbrella organization for film- making associations in Germany. The association was founded in Berlin in 2007 . The legal seat of the association was Munich , from where it represented the overarching common interests of filmmakers in the Federal Republic of Germany towards producers , broadcasters and exploiters as well as towards all economic and cultural policy institutions . After noticeable signs of dissolution in 2017, the association finally ceased its statutory business activities in 2018.

history

As early as the 1920s, German filmmakers formed an umbrella organization under the direction of actor and director Lupu Pick , the umbrella organization for German filmmakers (Dacho). In 1933 it was dissolved by the National Socialists . After 1945 they wanted to build on this and in 1949 they re-founded the umbrella organization for filmmakers in Germany with ten professional associations . V. (Dacho), which quickly expanded to 15 member associations. In the course of the founding of trade unions in the new Federal Republic, Dacho was transferred to the Rundfunk-Fernseh-Film-Union (RFFU) in 1968 and later in 1998 to the Federal Association of Filmmakers' Associations. V. on.

In the 1970s, individual professional associations were reorganized or new professional associations were established. On the initiative of the Federal Association of Film and Television Directors in Germany e. V. called on Eberhard Hauff and Jost Vacano , the board members of the Federal Directing (BVR) and Camera (BVK) associations, to merge the professional organizations of directing, camera, editing, production design / costume, sound and acting.

With the so-called Feldafinger Manifesto of April 16, 1984, essential demands were made, including the abolition of the position inequality between creators, producers and exploiters, the guarantee of the free choice of employees when putting together the artistic team and the implementation of those created by the professional associations Job profiles. A strict form of organization was initially refrained from.

In 1995, twelve of the loosely cooperating professional associations formed the working group Die Filschaffenden . After a good 10 years of loose cooperation, the professional associations of the working group Die Filschaffenden called the legally competent umbrella organization Die Filschaffenden - Federal Association of Filmmakers' Associations e. V. into life. As of February 2016, the official name was Die Filschaffenden e. V. - Association of professional associations for film and television .

The umbrella organization attracted attention through its annual reception between 2007 and 2017 on the occasion of the Berlinale , which established itself as a popular get-together for filmmakers around a part of the program that deals with film politics. Since 2011, the presentation of the Glimmer of Hope film prize, renamed the Fair Film Award in 2015 , has been a permanent feature of the event. In addition, the umbrella association appeared in 2015 as the publisher of a study on the social situation of filmmakers based on a previous survey.

After all of the professional associations for film authors had gradually left the umbrella association in the years up to 2017, the collapse of the financing concept for the annual filmmaker reception in 2017 led most of the remaining associations to turn their backs on the umbrella association. The last remaining associations ( BFFS , BvP and Bundesvereinigung Maskenbild eV) only tried to limit the damage. At least the continuation of the presentation of the Fair Film Awards could be secured by transferring the organization to Crew United . In 2018, the umbrella association finally ceased its statutory business activities.

The core theses and goals of the federal association are:

  • Films are generally made in teamwork. The challenges facing the industry, whether national, European or global, can only be mastered together.
  • The Federal Association therefore advocates openness and transparency in all phases of the production and evaluation of audiovisual production.
  • The federal association demands compliance with the legal regulations in all areas of the film and television industry and corresponding controls; z. B. in the case of distortions of competition due to the interlinking of channels in the production industry or in the case of dumping due to illegal contractual relationships.
  • In accordance with its statutes, the federal association aims for tariff eligibility and also relies on constructive communication with the Alliance of German Producers for Film / Television.
  • The main aim of the new federal association is to ensure an international quality standard for German film and television production. The prerequisites for this are fair working conditions and appropriate social conditions.
